This paper explores the potential of Universal Basic Income (UBI) as a sustainable approach to addressing poverty and advancing human development in the Asia Pacific region. It argues for targeted UBI programmes integrated into the existing social security frameworks, emphasizing the need for scalable, shock-responsive interventions that align with human development goals. The paper also examines the challenges of UBI interventions and suggests criteria drawn from country experiences for effective implementation.
