UNDP's policies and procedures regarding procurement, transparency, and accountability
The collaboration between UNDP and Bosnia and Herzegovina is based on the Standard Basic Assistance Agreement (SBAA) between UNDP and the Government of Bosnia and Herzegovina, which embodies the basic conditions under which UNDP supports Bosnia and Herzegovina in carrying out its development projects, and under which such UNDP-assisted projects are executed, as well as specialized agreements addressing individual joint projects.
UNDP supports the United Nations Sustainable Development Cooperation Framework for Bosnia and Herzegovina 2021-2025, to respond to country priorities, with policy advice, advocacy, capacity development and delivery of development results in collaboration with authorities and socioeconomic partners. These partnerships and projects, documented in UNDP's global transparency portal, aim to improve public services, strengthen the healthcare sector's capacity to combat pandemics, promote economic development and employment, reduce air pollution, preserve the environment, enhance energy efficiency in public facilities, and improve the quality of life for all citizens in Bosnia and Herzegovina.
UNDP's policies and procedures regarding procurement, transparency, and accountability are rigorous, adhering to principles such as best value for money, fairness, integrity, competitiveness, and transparency. Detailed procurement regulations and procedures are publicly available online.
Procurement documents can be accessed through UNDP's global transparency portal, or through UNDP’s global procurement portal. However, to protect the integrity of the tender process, UNDP does not share information provided by specific bidders with third parties.
UNDP is fully committed to supporting Bosnia and Herzegovina in managing the funds entrusted to UNDP by partners with the utmost professionalism and diligence. Before issuing any contract, UNDP conducts a reference check of the competitively selected company's previous similar works and ensures that the company is not under procurement prohibition by the United Nations. This includes, but is not limited to, prohibitions derived from the Compendium of United Nations Security Council Sanctions Lists. UNDP verifies that the selected company has not been suspended, debarred, sanctioned, or otherwise identified as ineligible by any UN Organization, the World Bank Group, or any other international organization. Additionally, UNDP ensures that the company is not on the UN list of companies charged with Money Laundering and Terrorist Financing.
UNDP takes all allegations of possible wrongdoing seriously. Anyone, including UNDP staff, contractors, partners, and the general public, can submit misconduct allegations directly to UNDP's Independent Office of Audit and Investigation using publicly available contacts:
