Today the United Nations Development Programme (UNDP) and Development Research Center of the State Council (DRC) held a joint consultation workshop to support the production of UNDP’s next flagship National Human Development Report (NHDR) for China, by seeking expert comment on the first draft.

The 2015 NHDR is currently in the research phase, a process conducted by UNDP in partnership with the DRC, one of the leading and most influential think tanks on policy in China. The 2015 China NHDR will be entitled Social Innovation for Inclusive Human Development and seeks to identify the ways in which inclusive human development can be achieved through social innovation in public administration and social policies.

In her opening remarks to the workshop, the head of UNDP China’s Policy and Partnership Unit Ms. Hannah Ryder explained that by taking into account China’s development context over the past 30 years, the first draft of the report attempts to analyse the systematic challenges that China faces in enhancing the inclusive nature of its human development.

The workshop provided an opportunity for in-depth discussion of the NHDR draft, and yielded plenty of constructive advice which will further improve the report. Useful suggestions were provided on conceptual and methodological matters, on the data sources used, on the better inclusion of gender perspective and on the overall logic of the report. With inputs from both government officials and academic experts, the workshop has laid a solid foundation for further improvement and revision to the report.

This workshop brought together more than 20 stakeholders and experts, including government officials from the National Development and Reform Commission, the National Health and Family Planning Commission and the Ministry of Education. Joining them were well-known experts from Peking University, Beijing Normal University, the Compilation & Translation Bureau and China Development Research Foundation, as well as colleagues from UN agencies and the World Bank. Participants were invited on the basis of their specific expertise on social services, social policies, public administration, social security, inequality, health, education, and gender equity.
