HCFC’s Phase-out Management Plan - Stage II (HPMP II)

Background

Through this project, Egypt will phase-out the remaining use of HCFC-141b in the foam sector. While under a separate project PU foam in domestic refrigeration is addressed, the same could not be done for commercial refrigeration because most of these companies are too small for individual consideration.  Some of them have been added to HPMP-I but those served by distributors and/or importers have been grouped together to achieve economy of scale.  With this action, the entire PU foam sector that is eligible for phase-out funding is thought to be addressed.  Remaining companies are foreign owned and mostly have their own ODS phase-out program. 

Upon completion of this project, The Government of Egypt will forbid HCFC use in the foam sector. In addition, UNDP plans to phase-out the use of HCFCs in the extruded polystyrene plank manufacturing sector. A total of four producers have been identified and included in this project. The technology of choice is a blend of HFO-123ze and DME (60/40) which classifies as low GWP. As the HFO component is currently in short supply, the companies may use an HFC as interim solution.

Accomplishments

  • Memorandum of Agreement has been signed between BETA Technical and Trading Bureau, the Egyptian Environmental Affairs Agency (EEAA) and UNDP to permanently discontinue the use of HCFCs for 28 SME’s as listed in the implementation plan.
  • Memorandum of Agreement has been signed between KIRIAZI Co., the Egyptian Environmental Affairs Agency (EEAA) and UNDP, for converting Kiriazi’s use of HCFC-141b- to non-ODS-based technologies in the manufacture of fully formulated PU systems; and to permanently discontinue the use of HCFCs.
  • Memorandum of Agreement has been signed between STAR Co., the Egyptian Environmental Affairs Agency (EEAA) and UNDP, for converting Kiriazi’s use of HCFC-141b- to non-ODS-based technologies in the manufacture of fully formulated PU systems; and to permanently discontinue the use of HCFCs.
