Phase-Out Of HydroChloroFluoro Carbons In Egypt Foam Sector
Background
This project will contribute to Egypt’s efforts to fulfill its commitments in under the Montreal Protocol and its amendments through the phase-out the use of HCFC-141b in its insulation foam production sector. This project eliminates 136, 63 ODP (Ozone Depletion Potential) (1224 Mt HCFC-141b).
In terms of its design, the project consists of two distinct parts:
- Individual approach: An investment package of six (6) stand-alone foam projects.
- Group project: A system house conversion with investment support to downstream enterprises.
The project includes either replacement of the foam dispensers, or retrofitting of the existing dispensers in the enterprises’ premises and various supporting activities.

The Energy Efficiency programme had helped Egypt achieve annual energy savings of 24.5 MkWh, enough to provide power to 8,000 households.
Accomplishments
- Production trials with methyl format systems have already been conducted at plants with satisfactory results.
- -Management and technical staff from companies have attended industrial trials with n-pentane at other locations to become familiar with the chosen technology.
- Bidding on equipment and bid analyses and review by UNDP and the recipients for all six (6) enterprises has been completed.
- After equipment have been supplied and installed, all of the six (6) stand-alone foam projects successfully completed and we have been succeeded in phasing-out 60.89 HCFC-141 ODP (553.5 MT) and shift to a new ozone friendly technology
- A Memorandum of Agreement has been signed between Technocom, the Egyptian Environmental Affairs Agency (EEAA) and UNDP, for converting Technocom’s system house from the use of HCFC-141b- to non-ODS-based technologies in the manufacture of fully formulated PU systems; and to permanently discontinue the use of HCFCs for 11 SME’s as listed in the implementation plan.
- A new Memorandum of Agreement has been signed between Baalabaki, the Egyptian Environmental Affairs Agency (EEAA) and UNDP, to permanently discontinue the use of HCFCs for 7 SME’s as listed in the implementation plan.
