Peace judges will have a computer system that will allow, for the first time, the digital registration of the cases they attend.
SISJUPAZ: digital good practices for a more connected justice of the peace in the face of violence

For the first time, the justice of the peace in Peru will have a Computerized Management System for Justice of the Peace (SISJUPAZ), designed to streamline the administration of cases and improve coordination with the authorities of the formal justice system. This will allow for faster and more effective responses, especially in situations of violence.
Justices of the peace are the first level of access to justice through the judiciary in rural areas and are often the only instance to which victims of violence can turn. However, they face significant challenges, such as the manual registration of cases, which makes it difficult to follow up and increases the risk of documents being lost or damaged. In addition, the lack of a platform that integrates case information with the rest of the authorities limits their ability to provide articulated responses.
To address these difficulties, the United Nations Development Programme (UNDP), in partnership with the Peruvian Judicial Branch and with the support of the Korea International Cooperation Agency (KOICA), under the Sumaq Justicia project, has developed SISJUPAZ. This system allows the digitization of the records of justices of the peace and an agile and secure exchange of information in the Judiciary. In this way, the response to cases of violence is strengthened, facilitating the immediate exchange of data between institutions and ensuring rigorous follow-up and greater protection for victims.
The design of SISJUPAZ has considered the specific needs of the Judiciary and the challenges of rural areas, such as low internet connectivity and the limited technological experience of judges of the peace, most of whom are elderly. Thanks to KOICA's digital experience, the system can also be replicated in other regions, with the objective of institutionalizing it in the long term so that the almost 6,000 justices of the peace in Peru have this digital support.
During the II Meeting for the Exchange of Good Practices of judges of the peace, technological equipment -tablets, laptops and printers- were given to judges of the peace, in a space that promoted the exchange and criteria in the attention of cases of violence.
This meeting of good practices is an excellent opportunity to strengthen the work of judges of the peace. Their work and commitment is very important to ensure access to justice. With the delivery of SISJUPAZ and the donation of equipment, we hope to share best practices using these tools in a future meeting, said Uitaek Seo, Deputy Director of the Korea International Cooperation Agency (KOICA).
This event, which brought together representatives from the judicial districts of Huancavelica, Junín, Cajamarca and East Lima, along with authorities from the state and special justice system, sought to strengthen the responsiveness of the justice of the peace, recognizing and addressing the needs of victims.
"Today is a day of celebration for the Judiciary, this Second Meeting of Good Practices is a space that represents our commitment to strengthen a justice system adapted to those who need it most and that responds effectively to violence. That is why Sumaq Justicia covers areas where Andean women are most vulnerable. Today, with the launch of SISJUPAZ, we are giving technology to this justice of peace to get even closer to the communities,” said Elvia Barrios, president of the Gender Justice Commission.
The next step will be the training and delivery of equipment to the District Peace Justice Support Offices (ODAJUP) in the Superior Courts of Justice of the 4 judicial districts, benefiting more than 1,200 judges of the peace.

In particular, the thousands of women victims of violence,” said Xavier Hernandez, UNDP Deputy Representative in Peru.
With SISJUPAZ, UNDP, the Judiciary and KOICA seek to modernize the justice of the peace, making it more accessible and connected, which guarantees better access to justice and greater protection against violence, especially in rural areas.
