Support development vision recalibration and digital transformation in Kazakhstan
The aim of the project is to support strategic initiatives Beyond Recovery of the Government of Kazakhstan with high-impact potential placing particular emphasis on the transformation of the public administration system to cope with current and future challenges and accelerated cross-sectoral digitalisation to strengthen the country’s socio-economic response capacities to crises and enhance its resilience to shocks.
The project’s development objectives are to:
- support the Agency for Strategic Planning and Reforms to formulate an inclusive new development strategy in key socio-economic priority policy areas, as well as the efforts to build back greener and promote gender equalities;
- support implementation of the revamped “Digital Kazakhstan” Programme by driving high-impact and high-quality digitalisation initiatives with focus on gender equalities and promoting flexible working arrangement enabling work-life balance;
- assist in wide-scale digitalisation of the Civil Service System to make it more resilient to effectively and efficiently deliver for the people.
The project activities are:
- preparation of a policy document to guide the development of innovative policies with targeted policy support for gender equalities for the Government to achieve its goals and fulfil its development aspirations;
- change management training programme for 500 IT professional in public sector promoting participation of the female professionals;
- design of Digital Integrated Social Services Model (DISS);
- integration of existing government agencies databases with the DISS platform;
- development of an integrated electronic platform and design of protocols and business processes;
- introduction and integration of proctoring system with the civil service HRM system “I-Kyzmet”;
- development and implementation of digital readiness initiative for female civil servants.
Expected Results:
- Policy document is completed and delivered;
- 500 IT experts trained in change management and innovation in government;
- Digital Integrated Social Services Model delivered and operational;
- Business plans packages ready for consideration;
- Integrated electronic platform delivered and operational;
- Proctoring system incorporated in the civil service HRM system “I-Kyzmet”;
- 5,000 female and PWD civil servants ready to work remotely.
