Active Labour Market Programmes 2
Project Summary
The ALMP2 project builds on long-standing UNDP achievements in supporting Kosovo citizens, with particular focus on vulnerable young men and women, and readmitted persons, to find a job or establish a new venture through supporting Kosovo institutions in designing strategic, evidence-based policies and programmes, and providing on-the-job training, wage subsidy, as well as grants and consultancy to foster self-employment opportunities.
What we want to achieve
The project’s main objective is to improve the capacities of the labour market institutions to design relevant, gender-responsive policies at the central level and to deliver integrated services at the local level, focusing on the most vulnerable groups among the unemployed, through:

Main Results
o The Kosovo Employment Agency (KEA) has become functional and has increased its capacities to deliver services and active labour market measures through its employment offices and vocational training centres;
o Technical assistance to KEA, for the reform and modernization of Public Employment services;
o Vulnerable youth Kosovo wide - with a particular focus on women received integrated employment services;
o Technical expertise for MLSW, KEA and Vocational Training Centers for the provision of training and employment services for registered jobseekers;
o The performance of the employment offices and the vocational training centres is managed through an internal system and upgraded Employment Management Information System;
o The labour market model for better client profiling and individualization of services has been developed and introduced within the Kosovo Employment Agency;
o Provision of employment and skills development services for job-seekers through
o Wage Subsidy, Self-Employment and On the Job Training Schemes;
o Nearly 16.000 jobseekers benefited since the start of the Project (2005) from several components/Programmes.
o Over 5000 beneficiaries from the On the Job Training Scheme
o Over 3000 beneficiaries from the wage subsidies scheme
o Over 3000 beneficiaries from the public works programme
o Over 1700 beneficiaries from the internship programme
o Over 1000 beneficiaries from the VTC certification programme
o Over 800 new start-up businesses have been established
o Sustainable economic reintegration for repatriated women and men in the labour market by ensuring adequate and sustainable service provision to repatriated in the field vocational training, employment, skills development, and self employment.
o Public Information activities on provision of employment services;
o Project’s outhreach and impact in media and general public raised;
o The Internship Program supports nearly 400 recently graduated jobseekers for a 6 months internship at private sector companies and NGOs;
o Development of web application platform “Kosovo Job Portal” (KJP) for the Kosovo Employment Agency;
o RFP Research analysis on the inclusion of marginalized groups into the labour market is conducted and handover to Employment Agency;
o Published research analysis on satisfaction for the provision of employment services for jobseekers and employers by Employment Agency;
o Implementation of the activity of delivering vouchers Kosovo wide for 2500 beneficiary families.
o Protective items and other items to the Ministry of Labour and Social Welfare, Employment Agency, Ministry of Internal Affairs, Ministry of Finance and Transfers, to facilitate provision of their services during COVID-19;
o The Project conducted an External Evaluation on Reintegration Measures implemented, assessing project results compared to the planned activities through the lens of relevance, effectiveness, efficiency, sustainability, as well as the COVID emergency reprogramming.
