Kyrgyzstan at COP-29: Key Moments and Actions for Climate Resilience

At the 29th Conference of the Parties (COP-29) to the UN Framework Convention on Climate Change (UNFCCC), held in Baku, the Kyrgyz delegation actively engaged in strategic discussions, initiated vital dialogues, and demonstrated regional leadership in climate resilience, adaptation, and social equity. With the support of UNDP, Kyrgyzstan showcased its accomplishments and strengthened international partnerships to advance future climate and environmental initiatives.
Highlights of COP-29:
1. Launching the Initiative to Develop NDC 3.0
Kyrgyzstan reaffirmed its commitment to updating its Nationally Determined Contributions (NDCs), which are due in 2025. The upcoming NDC 3.0 will emphasize enhanced climate adaptation measures and mobilizing funding for regional initiatives, particularly for protecting mountain ecosystems.
2. Leveraging Innovative Technologies for Risk Management
Kyrgyzstan presented its AI-powered Glacial Lake Outburst Flood (GLOF) monitoring system, which serves as a model for other mountainous countries. Discussions explored scaling early warning technologies to enhance resilience in vulnerable communities across Central Asia.
3. Protecting Mountain Ecosystems and Biodiversity
At the side event “Mountain Ecosystems and Biodiversity: Kyrgyzstan's Contribution to the Global Mountain Agenda”, the delegation highlighted the vital role of mountain ecosystems and biodiversity in climate resilience and sustainable development. Successful examples, such as reforestation, sustainable agriculture, and nature-based solutions, were presented, showcasing Kyrgyzstan's efforts to enhance mountain region resilience. The discussions underscored the importance of engaging local communities in conservation and sustainable ecosystem management. Additionally, November 21 was designated as Mountain Day at Kyrgyzstan's national pavilion, featuring several impactful events.
4. Mobilizing Financial Resources for Nature Conservation
Kyrgyzstan introduced an initiative to establish a Nature Conservation Trust Fund, a strategic mechanism to attract national and international resources for sustainable development and long-term biodiversity protection. This initiative demonstrates Kyrgyzstan’s dedication to addressing global environmental challenges.
5. Integrating Gender Approaches into Climate Agendas
The side session Gender Equality in Mountains: A Catalyst for Climate Resilience emphasized the role of women in climate adaptation and decision-making processes. Successful projects that empower women in mountainous regions were shared, illustrating their critical contributions to resilience-building.
6. Promoting a Just Transition and Green Jobs
Kyrgyzstan initiated discussions on creating green jobs in mountainous regions, essential for sustainable socio-economic development. The delegation presented the Just Transition Readiness Assessment methodology as a guide for fostering economic opportunities aligned with climate objectives.
7. Focusing on Youth and Intergenerational Equity
At the side event Youth and Children in Global Climate Processes: Advancing Sustainable Development in Mountain Regions, Kyrgyzstan presented the 2024 Central Asia and Afghanistan Youth and Children’s Regional Statement, which has become part of the Global Youth Statement. This contribution aims to influence key climate decisions at the global level.

Throughout COP-29, UNDP played a pivotal role in advancing Kyrgyzstan’s initiatives. From the development of NDC 3.0 and youth engagement to promoting the mountain agenda and utilizing modern technologies, UNDP served as a key partner in implementing the country’s climate and environmental agendas.
