Strengthening the capacity of criminal justice sector to prevent and countering terrorism

Bishkek, November 3, 2022 – On October 27-28, eighteen judges of the Kyrgyz Republic took part in a two-day seminar "Features of the consideration of cases involving crimes of terrorist and extremist orientation" held at the High School of Justice of the Supreme Court of the Kyrgyz Republic. The training aimed to improve judicial practice on issues of criminal cases under the articles of the Criminal Code of the Kyrgyz Republic on crimes of terrorist and extremist nature.

The seminar for judges of local courts was held on the following topics: "Preliminary hearing. Peculiarities of considering cases of crimes of terrorist and extremist orientation. Proceedings in the court of appeals in criminal cases. Execution of a sentence. Proceedings on consideration and resolution of issues related to the enforcement of a sentence. International standards and mechanisms for the protection of human rights, non-discrimination, and inequality. Legal terminology, documents in Kyrgyz on criminal cases.

The training module was developed based on the study of judicial practice on crimes related to extremist and terrorist activities and was included in the curriculum of the High School of Justice for 2021, which was the basis for including a set of mandatory activities for judges of local courts of the Kyrgyz Republic. This manual has been updated according to changes and amendments in-laws in 2021 and is available on our website in the Russian language.

The trainers were: Judge of Bishkek City Court Zhamilya Sabitova, Judge of Pervomaisky District Court Mirlan Termechikov, Chairman of Leninsky District Court Kimbat Arkharova, Judge of Alamudun District Court Aida Dzhenbekova, teacher of the High School of Justice under the Supreme Court of the Kyrgyz Republic Gulnara Duyshenbekova, PhD in Law, Associate Professor, Deputy Chairman of the Association "Jurists of Kyrgyzstan" Nurgul Salpieva.

The seminar held by the Public Association "Kyrgyz Association of Women Judges" together with the Higher School of Justice of the Supreme Court of the Kyrgyz Republic, under the UNDP project "Strengthening resilience to violent extremism in Asia (STRIVE Asia)" funded by the European Union under the EU-UN Joint Partnership.
