Enhancing the role of parliaments and parliamentarians (women and men) in advancing the Women, Peace and Security Agenda
Project overview
UNDP works with parliaments all over the world to support their capacities to progress people-centered development through the effective use of their constitutional powers, namely, to make laws, oversee the government and represent the people. Through UNDP’s global project, “Enhancing the role of parliaments and parliamentarians (women and men) in advancing the Women, Peace and Security Agenda”, UNDP is committed to working with 4 pilot legislatures – Jordan, Kyrgyzstan, Sierra Leone and Sri Lanka – to progress their self-identified priorities for supporting women, peace and security (WPS) in their home countries. Project provided the services to support the empowerment of Parliament of the Kyrgyz Republic in implementation of the National Agenda on the Women, Peace and Security. It also promoted the parliamentary efforts to support implementation of the Sustainable Development Goals (SDGs), namely SDG-5 on gender equality and SDG-16 on governance, rule of law and peacebuilding.
Project moved forward The global women, peace and security (WPS) agenda. The WPS agenda has been initiated by the adoption of United Nations Security Council Resolution (UNSCR) 1325 (2000) and reaffirmed through the adoption of seven related resolutions (1820, 1888, 1889, 1960, 2106, 2122 and 2242). It highlights the unique needs of women facing conflict and provides a strong foundation for the promotion of women’s participation in decision-making, peace processes, political, judicial and electoral systems, post-conflict peacebuilding and preventing violent extremism. Member states are encouraged to adopt UNSCR 1325 into their National Action Plans (NAPs) and incorporate it into their national legal and administrative frameworks as a monitoring tool.
Project results:
1.Women, Peace and Security in Kyrgyzstan Background Paper” was developed after consolidation of existing data, research and analysis on women, peace and security in country focusing on implementation practice addressing the current Women Peace and Security National Action Plan. The recommendations for consideration part of this analytical document identified the critical issues/areas need to be addressed and considered for action by MPs of Kyrgyz Parliament.
2.The Road Map for Parliament was developed to help MPs to move forward WPS agenda to ensure the participation of women in preserving peace and security.
3.The Road Map to enhance gender sensitivity of the Parliament of Kyrgyz Republic was developed to help MPs to consider gender sensitivity in structure, procedures and in culture of this particular legislative institution.
4. Two-day seminar was held with the participation of deputies of the Jogorku Kenesh of the Kyrgyz Republic on November 26-27, 2018 to discuss key issues on the Agenda “Women, Peace and Security” in the Kyrgyz Republic
5. In total 135 (99F/35M) participants attended trainings and workshops dedicated to gender expertise and on the development and institutionalization of monitoring tools on the Women, Peace and Security Agenda. MPs, Parliament staff, Representatives of government agencies, Representatives of local councils and heads of local governments, Representatives of women's NGOs and activists and Media representatives enhanced their capacity.
6. Forum of Women MPs in Parliament received expert support to develop legislative measures to prevent harassment and sexual harassment in the workplace. Gender expertise of the Law of KR "On the Regulation of the Jogorku Kenesh of KR" was conducted.
