UNDP Launched E-Service Outlet Model
June 3, 2024
UNDP, in partnership with the Ministry of Information, Communications, Science, Technology and Innovation launched the E-Service Outlet Model. This model leverages on internet and printing shops and mobile money agents to offer support delivering access to e-service platforms from Government of Lesotho, RSL, UNDP, Academia and other private entities.
Communities can now access these services locally, saving time and travel costs. Implemented as an experiment by the UNDP Accelerator Lab, the model has expanded digital inclusion scope hence the people no longer need to visit offices of various service providers including RSL services or Ministry of Trade, Industries and Business Development to register to register new businesses or companies, or to acquire traders licenses.
Dr. Jacqueline Olweya, the UNDP Resident Representative, during the launch highlighted that statistics show the growth of internet adoption in Africa, though not as much as in other parts of the world. She mentioned that at least 47% of the population in Lesotho has internet access, which is a slight increase compared to previous years.
Dr. Olweya emphasized the significance of E-service outlets, stating they will enhance accessibility for everyone, regardless of gender, geographic constraints, and financial capacity. She concluded by acknowledging MICSTI for creating the platform and the partners for their harmonious collaboration.
The Minister of Information, Communications Science Technology and Innovation Hon. Nthati Moorosi, in her remarks, stressed the Government's commitment to leaving no one behind in the digital era. She elaborated that their mission is to ensure that every Mosotho has access to government services, including those in remote areas of the country. Hon. Moorosi mentioned that they plan to connect at least 40 schools and 10 postal services as E-service centres as part of their strategy to reach everyone.
She also outlined poor infrastructure and security as major challenges confronting the initiative. She noted that MICSTI is mapping the migration from manual to digital processes for all other ministries to cut costs and unnecessary procedures. Hon. Moorosi expressed her heartfelt gratitude for the harmonious partnership with UNDP, the Ministry of Trade, and other independent partners.
