The Ministry of Energy and Natural Resources (KeTSA) and the United Nations Development Programme (UNDP) are jointly launching a public consultation on the draft Environmental and Social Management Framework (ESMF) for the GEF-funded, UNDP-supported project entitled “Building institutional and local capacities to reduce wildlife crime and enhance protection of iconic wildlife in Malaysia”.
The project’s objective is to enhance the protection of three iconic wildlife species and their habitats in Peninsular Malaysia, Sarawak and Sabah. The three iconic wildlife species are Malayan tiger, Bornean orangutan and Bornean banteng. This project will contribute towards improving Malaysia’s capacity to prevent, combat and investigate wildlife crimes as well as to strengthen participatory management of protected area landscapes and species. The project consists of five inter-connected components:

Strengthen institutional capacities to combat wildlife crime and reduce poaching of iconic species at the national level;
-
Conserve the Malayan tiger and its habitats in the Peninsular Malaysia;
-
Conserve the Bornean orangutan and its habitats in targeted protected areas of Sarawak;
-
Conserve the Bornean banteng and its habitats in the Greater Maliau Basin in Sabah; and
-
Monitoring and Evaluation.
The landscapes targeted for project intervention are: Component 2 - Belum-Temengor Forest Complex, Taman Negara National Park (NP) and Endau Rompin NP in Peninsular Malaysia; Component 3 - Ulu Sebuyau NP, Sedilu NP and Gunung Lesong NP complex (SSL Park Complex) in Sarawak; and Component 4 - Greater Maliau Basin Area in Sabah. The implementation of the project strategy is expected to result in the following global environmental benefits:
- Increased institutional capacity to combat wildlife crime resulting in reduced poaching and illegal wildlife trade;

Stabilization of Malayan tiger populations in key tiger habitats;
-
Increased security and stabilization of the orangutan population in the SSL Park Complex in Sarawak;
-
Stabilization of the Bornean banteng population in the Greater Maliau Basin area of Sabah;
-
902,484 hectares of terrestrial protected areas under improved management effectiveness; and
-
3,004,688 tCO2e GHG emissions mitigated as a result of carbon sequestration and avoided deforestation.
The project will also provide direct benefits to at least 4,500 people, of which 2,020 are women (44.9%).
The Environmental and Social Management Framework (ESMF) has been prepared as part of the mandatory supporting documents for the submission of the UNDP project proposal to the GEF. Its purpose is to assist in the assessment of potential environmental and social impacts. The Framework forms the basis upon which Environmental and Social Management Plan(s) will be developed, so as to ensure full compliance with the requirements of UNDP’s Social and Environmental Standards. The ESMP will be implemented by the Ministry of Energy and Natural Resources Malaysia and overseen by the UNDP Environmental Focal Point and monitored throughout the duration of the project. Preliminary analysis and screening conducted during the project development phase via UNDP’s Social and Environment Screening Procedure (SESP) identified potential social and environmental risks associated with project activities.
The screening procedure established that the project is rated as being of Substantial risk, and that the identified potential social and environmental risks’ impacts are manageable through identified mitigation measures detailed in the Screening Template, included in Annex 4 to the project document. Two risks are assessed as “Substantial”, and highlighted as requiring further study/assessment so that they can be adequately managed. Eight further risks have been identified and assessed as being of “Moderate” significance. The broad scope of project activities and outputs is established. However, additional assessment is required during the inception phase as project activities are further defined, to identify potential adverse impacts at project sites and to identify which users/user groups might be affected. Adverse impacts will, as they are identified, be subject to further study and stakeholder consultation to identify and where possible to quantify the magnitude and severity of such impacts on the individuals/communities affected. Measures to avoid, minimize, mitigate, or manage such impacts will be developed and implemented. Project activities identified as potentially requiring such restrictions to access to resources will not be commenced until suitable and agreed measures are in place. This ESMF also details the roles and responsibilities for its implementation and includes a budget and monitoring and evaluation plan.

Kementerian Tenaga dan Sumber Asli (KeTSA) dan United Nations Development Programme (UNDP) bersama-sama melancarkan perundingan awam ke atas draf Rangka Kerja Pengurusan Alam Sekitar dan Sosial (ESMF) untuk projek yang dibiayai oleh GEF dan disokong UNDP bertajuk “Membangunkan kapasiti institusi dan tempatan untuk mengurangkan jenayah hidupan liar dan meningkatkan perlindungan hidupan liar ikonik di Malaysia”.
Objektif projek ini adalah untuk meningkatkan perlindungan tiga spesies hidupan liar ikonik dan habitatnya di Semenanjung Malaysia, Sarawak dan Sabah. Tiga spesies hidupan liar ikonik tersebut adalah harimau Malaya, orang utan Borneo dan banteng Borneo. Projek ini akan menyumbang kepada peningkatan kapasiti Malaysia untuk mencegah, memerangi dan menyiasat jenayah hidupan liar serta mengukuhkan pengurusan penyertaan terhadap landskap kawasan dilindungi dan spesies. Projek ini terdiri daripada lima komponen yang saling berkolerasi:

Mengukuhkan kapasiti institusi untuk memerangi jenyah hidupan liar dan mengekang aktiviti pemburuan spesies ikonik di peringkat kebangsaan;
-
Memulihara harimau Malaya dan habitatnya di Semenanjung Malaysia;
-
Memulihara orang utan Borneo dan habitatnya di kawasan perlindungan yang disasarkan di Sarawak;
-
Memulihara banteng Borneo dan habitatnya di Kawasan Greater Maliau Basin Sabah; dan
-
Pemantauan dan penilaian.
Landskap yang disasarkan untuk intervensi projek adalah: Komponen 2 - Kompleks Hutan Belum-Temengor, Taman Negara dan Taman Negara Endau Rompin di Semenanjung Malaysia; Komponen 3 - Kompleks Taman Negara Ulu Sebuyau, Taman Negara Sedilu dan Taman Negara Gunung Lesong (Kompleks Taman SSL) di Sarawak; dan Komponen 4 – Kawasan Greater Maliau Basin di Sabah. Pelaksanaan strategi projek dijangka akan menyumbang kepada manfaat alam sekitar sejagat seperti yang berikut:

Peningkatan kapasiti institusi bagi memerangi jenayah hidupan liar mengakibatkan pengurangan pemburuan dan perdagangan haram hidupan liar;
-
Penstabilan populasi harimau Malaya di habitat utama harimau;
-
Peningkatan keselamatan dan penstabilan populasi orangutan di Kompleks Taman SSL di Sarawak;
-
Penstabilan populasi banteng Borneo di kawasan Greater Maliau Basin di Sabah;
-
902,484 hektar kawasan daratan dilindungi di bawah keberkesanan pengurusan yang lebih baik; dan
-
3,004,688 tan karbon dioksida (tCO2e) pelepasan gas rumah hijau dielakkan melalui sekuestrasi karbon dan pengelakkan pembasmian hutan.
Projek tersebut juga akan memberi manfaat langsung kepada sekurang-kurangnya 4,500 orang, yang mana 2,020 orang adalah wanita (44.9%).
Rangka Kerja Pengurusan Alam Sekitar dan Sosial (ESMF) ini telah disediakan untuk penyerahan cadangan projek UNDP tersebut kepada GEF. Tujuannya adalah untuk membantu dalam penilaian potensi kesan terhadap alam sekitar dan sosial. Rangka Kerja ini menjadi asas di mana Pelan Pengurusan Alam Sekitar dan Sosial akan dibangunkan, untuk memastikan pematuhan keperluan Piawaian Sosial dan Alam Sekitar UNDP sepenuhnya. ESMP akan dilaksanakan oleh Kementerian Tenaga dan Sumber Asli Malaysia, dan diselia oleh Pusat Tumpuan Alam Sekitar UNDP dan dipantau sepanjang tempoh projek. Analisis awal dan saringan yang dijalankan semasa fasa pembangunan projek melalui Prosedur Saringan Sosial dan Persekitaran (SESP) UNDP mengenal pasti potensi risiko sosial dan alam sekitar yang dikaitkan dengan aktiviti projek. Prosedur penyaringan menetapkan bahawa projek ini dinilai sebagai risiko Besar dan kesan risiko sosial dan alam sekitar yang dikenal pasti boleh diuruskan melalui langkah-langkah mitigasi yang dikenal pasti yang diperincikan dalam Templat Penyaringan, disertakan dalam Lampiran 4 dokumen projek. Dua risiko dinilai sebagai "Besar", dan ditekankan keperluan menjalankan kajian/penilaian lanjut agar risiko tersebut dapat diuruskan dengan berkesan. Lapan risiko selanjutnya telah dikenal pasti dan dinilai sebagai kepentingan "Sederhana”. Skop aktiviti dan output projek yang luas telah ditetapkan. Walau bagaimanapun, penilaian dan pentaksiran tambahan diperlukan sewaktu fasa permulaan ketika aktiviti projek diberi takrifan lanjut, untuk mengenal pasti kemungkinan kesan buruk di tapak projek dan bagi mengenalpasti pengguna/kumpulan pengguna yang mungkin terjejas. Kesan buruk yang dikenalpasti adalah tertakluk kepada kajian lanjut dan rundingan pihak berkepentingan bagi mengenal pasti dan, jika boleh, menentukan kuantiti magnitud dan keterukan kesan tersebut terhadap individu/komuniti yang terjejas. Langkah-langkah untuk mengelakkan, meminimumkan, mengurangkan, atau menguruskan kesan sedemikian akan dibangunkan dan dilaksanakan. Aktiviti projek yang dikenal pasti berpotensi memerlukan sekatan akses kepada sumber tidak akan dimulakan sehingga langkah-langkah yang sesuai dan dipersetujui tersedia. ESMF ini juga memperincikan peranan dan tanggungjawab pelaksanaannya dan merangkumi belanjawan serta pelan pemantauan dan penilaian.
