Seychelles Strengthens Climate Reporting through Training on New Transparency Platform

The newly launched ‘Seychelles NDC Transparency System’ digital platform aims to centralise climate-related data across sectors.

In a move to strengthen national systems for monitoring and reporting on climate action, stakeholders in Seychelles attended a series of capacity-building workshops on the newly launched ‘Seychelles NDC Transparency System’, a digital platform designed to centralise climate-related data across sectors. 

Organised by the UNDP Seychelles and the Ministry of Agriculture, Climate Change and Environment (MACCE), the sessions equipped participants with the knowledge and skills needed to use the platform effectively and contribute to Seychelles’ international climate reporting commitments under the Paris Agreement. The sessions were held over a two-weeks, from 26-27 March and 3-4 April, and brought together representatives from government departments, civil society and technical sectors involved in climate change mitigation, adaptation, and monitoring. 

Attendees were grouped by sector – energy, waste, and agriculture – to receive targeted guidance on navigating the platform. Consultants guided participants through the platform’s backend, demonstrating how to upload project data, assign activities to sectors, and allocate responsibilities among relevant authorities. They also showcased how the platform encourages collaborative data entry and cross-sectoral transparency, helping stakeholders better understand how their work fits into the country’s broader climate commitments.

 

Centralising climate-related data across sectors 

“The platform will help consolidate climate information from various sectors and enable transparent reporting on Seychelles’ progress toward its international climate commitments,” said Mr. Theodore Marguerite, Monitoring, Reporting and Verification (MRV) Specialist. “It also allows us to analyse sector-specific vulnerabilities and identify where we need to build resilience.”

Mr Clifford Bastille, Senior Policy Analyst at MACCE’s Climate Change Department, highlighted how the training would not only reinforce Seychelles’ national targets but also reinforce accountability in climate finance. “There’s significant financial investment going into local climate efforts. The platform will help us ensure that funds are being used efficiently, and that we can track progress clearly. Transparency is key to good governance and sound climate action,” he explained. 

Participants were also provided with an opportunity to discuss challenges and expectations of the system. Dr Christian Fleischer, Energy Engineer at the Public Utilities Corporation (PUC), welcomed the training, noting its potential to streamline data collection and communication. “We’re still learning how best to integrate the platform into our daily work,” shared Dr Fleischer. “We already gather information on projects internally, but often only share it upon request. This platform, and the training, opens the door for more continuous, real-time data sharing with the Ministry.”

Climate-related Data Hub

Currently, data on climate-related actions is collected annually for the Enhanced Transparency Framework (ETF), every two years for Biennial Transparency Reports (BTR), and every five years for Nationally Determined Contributions (NDCs). Once fully in use, the platform will streamline this process and ease these reporting requirements. To ensure data accuracy and reliability, technical working groups will be formed to verify and validate the information entered into the system. 

The Seychelles NDC Transparency System will serve as the central hub for collecting, storing, and sharing climate-related data. It will be hosted by the Climate Change Department within MACCE, in partnership with the Department of Information Communications Technology (DICT).
