Digital wallet at the heart of the EVO government app

The digital ID card, driving licence and vehicle registration certificate have become available to every citizen and resident of the Republic of Moldova through the integrated government application EVO, developed by the e-Governance Agency under the aegis of the Ministry of Economic Development and Digitialization, with the support of UNDP and other strategic partners. All digital documents available through EVO must be accepted at the request of public or private services.
“EVO is everyone's product and this is only the first version. There will be dozens more micro and macro improvements. Because this is the future we want. A state that works for us. Proactive. Simple. Efficient. A state that respects us and provides us with services and information and does not make us chase it,” said Dumitru Alaiba, Minister of Economic Development and Digitisation of the Republic of Moldova.
UNDP Moldova supported the development of the digital wallet – the application module containing the digital version of documents – as part of a digital innovation competition held in partnership with the e-Governance Agency.
“We are proud to have contributed to the development of the EVO app, which is designed to bring closer people and public services. This app incorporates a number of digital documents -– ID card, driver’s license, registration certificate – in a secure and simple way, having the same legal power as physical documents. EVO aims to bring all public services at people's fingertip in a single digital interface, that is user-friendly, accessible, and instant. All these will advance Moldova on its journey to digital future," said Daniela Gasparikova, UNDP Resident Representative in Moldova.
The app is continuously developing and contains a digital payment module, personal data (integration of MCabinet functionality) for both individuals and legal entities, public services, integration of information from the Public Services Portal for quick access to e-services, as well as a block of information on health insurance status, family doctor, information on vaccinations, etc. In the future, the app will also provide power of attorney (MPower) and appointments to services available in the eProgramare system and others.
The EVO app can be downloaded for free via Play Store and App Store.
Other strategic partners who have contributed to the implementation of the EVO app are USAID, the Governments of Sweden, and the UK, with support from the Ukraine Moldova American Enterprise Fund and the World Bank.
