The study supports efforts to develop legal recommendations for the creation of community-led Renewable Energy Cooperatives.

The document analyzes the framework for the establishment of Renewable Energy Communities in Moldova, focusing on their role as legal entities with control over energy generation and consumption. The paper examines community energy production and sharing, highlighting their access to the energy market and interactions with distribution system operators. It also analyzes the financial incentives and benefits, such as distribution tariff reductions, available to energy communities.

The main goal of energy communities is to promote energy self-sufficiency through cheaper own generation, which is one of the key mechanisms to increase the competitiveness of the economy and develop new opportunities and jobs.

The European energy communities approach involves the creation of local groups of citizens, companies and local authorities working together to produce, distribute and consume renewable energy locally. Energy communities not only produce clean energy but also significantly reduce energy bills. They are encouraged by European policies and regulations to promote a sustainable energy transition, achieve climate neutrality by 2050 and create a more sustainable and equitable energy system.
