Thank you all for coming to the launch of the GHG inventory web-based system in the construction sector.
As part of its Nationally Determined Contributions (NDCs), Mongolia is determined to reduce its greenhouse gas emissions by 14% by 2030, compared to the projected BAU (Business as usual) scenario greenhouse gas emissions.
As buildings are one of the major sources of greenhouse gas emissions (GHG), construction sector presents the biggest mitigation potential which is possible to realize through the effective use of modern energy efficient technologies and practices. In fact, most of the reductions are planned in the heating and power sector (4.9Mt CO2 eq) followed by transport and industrial sectors.
Energy efficiency is key to the transformation of energy systems globally and will continue to play a critical role in limiting the growth of the world energy demand to one third by 2040. Energy efficiency can, for example, help to reduce energy expenditure and bring down the per-unit cost of lighting, heating, refrigeration and other services. It can also help reduce pollution and greenhouse gas emissions.
Aimed at facilitating a market transformation towards energy efficiency in the construction sector, the project “NAMA in the construction sector” is supporting the establishment of a baseline for energy consumption, creation of a GHG emission inventory and Monitoring Reporting and Verification systems, and developing and implementing priority mitigation measures in the construction sector.
What is monitored gets done. UNDP’s recently published Development Finance Assessment concluded that Mongolia has not attracted external development climate finance to a full potential. Establishment of a functioning and systematically maintained monitoring, reporting and verification system will allow Mongolia to attract additional public and private climate finance. Ensuring the good implementation of this very GHG inventory system for the construction sector will be a step towards attracting more funding for mitigation actions and energy efficiency interventions in this sector. The data collected will provide Mongolian policy-makers with the necessary baseline information to set the right priorities for improvements in the construction sector, and their ambition level in light of Mongolia’s commitments under the global Sustainable Development Goals Agenda 2030.
As UNDP, we are very thankful for all stakeholders’ efforts and commitment in helping us establishing the sectoral inventory system, as this step could not have been taken without all of you.
I would like to particularly thank the Ministry of Construction and Urban Development for their commitment to institutionalize the inventory and MRV system for the whole sub-sector. I am sure that with your support and continuous commitment we will be able to set the legal ground for the efficient implementation and operation of the inventory system.
