UNDP Backs National Efforts Towards a Citizen‑Centred Digital State

Maputo, Mozambique — The Government of Mozambique, through the Ministry of Communications and Digital Transformation, hosted the 1st National Conference on Digital Transformation on 11–12 February 2026 at the Montebelo Indy Maputo Congress Hotel, under the theme “Towards a Modern, Digital and Citizen-Centred State.”
 

UNDP Mozambique proudly joins this landmark event, reaffirming its long-standing partnership with the Government in accelerating a digital transformation that expands opportunity, strengthens governance, and improves services for all citizens.

Digital transformation is central to Mozambique’s development ambitions. By bringing together public officials, private-sector actors, academia, civil society, and development partners, the conference signals a decisive shift towards modern, efficient and inclusive public service delivery.

As a committed partner, UNDP Mozambique supports the Government’s goals to modernise the state,expand access to public services, and ensure digital transformation leaves no one behind. This includes technical support, policy guidance, innovation facilitation, and investment in digital public services, infrastructure and capacity development.

The conference provided a national platform to explore the challenges and opportunities of digitalisation. High on the agenda were priorities closely aligned with UNDP’s global digital strategy, including:

  • Digital public infrastructure that underpins service modernisation

  • Cybersecurity and data protection to safeguard trust in public systems

  • Digital identity and interoperability to enable seamless, citizen-friendly services

  • Responsible and inclusive use of AI

  • Legal and policy frameworks that foster innovation and technological development

  • Capacity-building and youth engagement to harness local talent

These themes reflect the Government’s ambition to strengthen transparency, efficiency and responsiveness—values that UNDP strongly champions in its governance and digital transformation portfolio.

Presided over by H.E. Daniel Francisco Chapo, President of the Republic, the conference marked a strategic moment in Mozambique’s path towards a digitally enabled State.

UNDP welcomes flagship initiatives launched at the event, such as the rollout of a new electronic visa platform aimed at boosting service access, enhancing mobility, and improving the ease of doing business. UNDP continues to support the Government’s efforts to simplify processes, reduce costs, and extend public services to communities—especially those living far from major urban centres.

This approach mirrors UNDP’s commitment to fostering digital ecosystems that encourage collaboration, innovation, and problem-solving across society.

The conference has generated concrete outcomes, including:

  • A shared vision document: “Our Commitment to Digital Transformation”

  • Strengthened strategic partnerships

  • Prioritisation of national digital transformation projects

  • Enhanced public awareness of the value of digitalisation
