Summary
The Nepal component of the global NAP-Ag project supports the Government of Nepal to comprehensively integrate climate change risks and opportunities in agricultural planning and budgeting and to integrate sectoral strategies and priorities into the National Adaptation Plan (NAP) process. Underway since 2017, the NAP-Ag project has been supporting technical capacity building in the Ministry of Agriculture, Land Management and Cooperatives (MoALMC) and in with the National Adaptation Plan (NAP). The policy emphasis has been placed on supporting execution of the Agricultural Development Strategy (ADS).
Background
The project aims to attain four outcomes for integrating climate change risks and opportunities into national and sector planning:
- Developing an integrated roadmap for the NAP, addressing sector priorities aligned to the ADS.
- Supporting integration of adaptation needs in sector policy and programme development while improving evidence-based results for NAPs by developing a robust monitoring and evaluation framework.
- Strengthening technical capacities and institutions, and
- Promoting advocacy and knowledge sharing through exchange of lessons learned.
What have we accomplished so far?
- Conducted climate change vulnerability/risk assessments and a Cost Benefit Analysis (CBA) of Climate Change Adaptation (CCA) measures in agriculture and livestock to inform CCA planning and budgeting.
- Developed a Strategic Investment Framework (SIF) for agro-ecological based climate adaptation measures in three watersheds (Mugu Karnali, Lohare and Babai) covering Mountain, Hill and Terai ecological zones to inform future proposals to the Green Climate Fund.
- Formulating recommendations to enhance the classification, coding, and expenditure tracking of the agricultural sector budget align to national climate objectives. Facilitating a dedicated task force constituted within MoALMC with training and policy advisory support.
- Established a National Project Management Unit (NPMU) to guide and oversee all activities and formed a Project Steering Committee (PSC) and Project Technical Taskforce (PTT) Chaired by the MoALMC. Regular meetings of the PSC and PTT have provided operational and technical backstopping to support the national NAP process and to integrate project outputs and learning in the forthcoming NAP.
- Developing internal guidelines and coordination mechanisms for improving planning and budgeting processes for mainstreaming climate adaptation measures, including at sub-national level.
- Collaborated with relevant initiatives such as GCF-Readiness Project, Public Expenditure Tracking Survey and a collaborative research project at the Ministry of Finance and GEF-Climate Change Adaptation Project at MoALMC.
- A budgeting taskforce formed under MoALMC is classifying climate relevant activities of the ADS and supporting new federal, province and sub-national level guidelines to better capture climate spending.
- Developing a M&E Framework for integrating climate adaptation in agricultural sector programmes along with a training programme for relevant ministry staff and CSO stakeholders.
- Supported government staff (#4) to participate in global and regional trainings, forums, dialogues on climate change adaptation. Disseminated relevant knowledge products to stakeholders, including supplementary guidelines on “Addressing agriculture, forestry and fisheries” and briefs.

Gender Equality and Social Inclusion
The project is building skills in gender and social inclusion and analysis as part of service delivery under the Agricultural Development Strategy. Organized a 3-day training (8-10 October, 2017) to enable stakeholders and service providers in integrating gender in climate risk assessment and adaptation planning at local level, and on ways to make projects gender responsive and socially inclusive.
Upcoming plans for 2018
- Support capacity building of government staffs engaged in sectoral planning and M&E at national and sub national levels on Climate Change Vulnerability and Risk Assessment (CC-V/RA), CCA-planning and budgeting, Cost Benefit Analysis (CBA) of Climate Change Adaptation (CCA) measures and CCA-Monitoring and Evaluation through development of training materials and organization of trainings.
- Prepare roadmap for integrating CCA into the sectoral policy and plans (ADS).
- Organize a stakeholder forum to validate priorities for climate action in agro-ecological areas including civil society, private sector, & community-based organizations
- Development of communication materials including case studies and an advocacy video
