Summary
The LGCDP programme is based on the premise that the strengthened local governance provides a vehicle to reduce poverty and enhance development. LGCDP aims to strengthen both the demand and supply side of local governance. The programme envisages empowering citizens to engage them actively with local governments, and increasing the capacity of local governments to manage resources and deliver basic services in an inclusive and equitable manner besides strengthening institutional framework for decentralization, devolution and community development. In this regard, LGCDP II has been instrumental in making further advances in building and extending the Ministry’s service delivery capacities both at national and local level. It continues to offer a platform for managing Nepal’s transition towards federalism with necessary technical expertise. Moreover, LGCDP II created a strong foundation for harmonizing, coordinating and steering the development efforts of the government, non-government and private sector entities at the local level, also by means of social mobilization of over 1.26 million citizens through community structures such as Community Awareness Centers (CACs) and Ward Citizen Forums (WCFs).
Background
Local Governance and Community Development Programme (LGCDP) is a national programme with an over-arching goal to contribute towards poverty reduction through inclusive, responsive and accountable local governance and participatory community-led development. LGCDP is executed by the Ministry of Federal Affairs and Local Development with technical and financial assistance of development partners. This is a national programme framework for improvement in local governance system and community development.
LGCDP aims to strengthen both the demand and supply side of local governance. The Programme envisages to empowering citizens to engage actively with local governments and increasing the capacity of local governments to manage resources and deliver basic services in an inclusive and equitable manner besides strengthening institutional framework for decentralization, devolution and community development.
What have we accomplished so far?
Outcome 1: Citizens and communities hold their local governance actors accountable
· 771,355 members of WCF (46% women) engaged in decision-making process of local bodies (LBs)
· 294,811 members (87% women) of 10,976 CACs empowered and engaged in resolving social problems, advocacy and self-reliance
· 8 % LBs met the minimum provision of 35% targeted grants to women, children and DAGs resulting in inclusive access to resources
· 54% WCFs involved in civic oversight strengthening downward accountability
· 89% District Development Committees (DDCs) established grievance redressal mechanisms and 60% of the grievances were successfully redressed by the LBs.
Outcome 2: LBs are more responsive to citizens’ demands
· LBs’ own source revenue including revenue sharing increased by 29%
· DDCs’ audit arrears (Beruju) reduced by 21%
· 7% LBs (DDC and municipality) adopted Gender Responsive Budget strengthening inclusive resource allocation
· MCPM institutionalized in all LBs
· MARS successfully piloted in KMC
Outcome 3: All citizens are provided with efficient and effective local services
· Enhanced the capacity of 66,120 LBs’ staff and stakeholders
· Website of all DDCs and 146 municipalities fully functional
· 36 quality labs operational resulting in improved quality infrastructure
· WBRS roll-out in all DDCs and municipalities resulting in timely reporting and management action
· CFLG, ELFG, GESI and GRB aspects successfully institutionalized at the LBs
Outcome 4: Strengthened policy and institutional framework for devolution, subnational governance and local service delivery
· Local Level Restructuring Commission report submitted
· Bills on six Constitutional Commissions tabled in the Parliament
· Local Governance (operational and management) bill drafting under progress
Gender Equality and Social Inclusion
· In 75 districts, a total of 10,553 participants (4,348 women) were trained in GESI-responsive budget and auditing issues
· MoFALD developed GRB localization strategy, 2072. GRB principle is one of the key strategies of MoFALD to mainstream GESI issues in development process of local governance
· More than 80% local bodies allocated 35% of block grant to targeted groups
