Summary
Lebanon has developed its HPMP overarching strategy for the phase-out of HCFCs (Hydrochloroflourocarbons), through the close collaboration and intensive consultations between government and industry, and exhaustive sub-sector level analysis of the HCFC consuming sectors, HCFC consumption patterns, viable and efficient alternative technologies, sustainability of phase-out, policies, regulations and enforcement, and implement ability of actions within the limited timeframe available for achieving the Stage-II compliance targets. The following rationale and considerations were considered in designing this phase-out strategy for compliance with the post 2015 compliance targets through:
- Prioritizing manufacturing in Foam and Air-conditioning sector as well the RAC servicing sectors.
- Timing phase-out activities in manufacturing and service sector in such a way that industry is able to adopt cost-effective technologies for their sustainable business operations and compliance targets for Lebanon
- Adopting low-global warming potential (GWP) technologies and promoting such technologies while achieving HCFC phase-out.
- Implementing supportive regulations to reduce and phase-out use of HCFCs in individual sub-sectors/applications.
Background
HCFCs are used in Lebanon in various industry sectors, such as Air Conditioning, Refrigeration, and Foams. The predominant HCFC used are: HCFC-22 mainly used in the Refrigeration and Air Conditioning Sectors and HCFC-141b used in rigid foam manufacturing.
Considering the profile of the HCFC manufacturing/consuming sectors and sub-sectors and distribution of consumption under the context of the HPMP Stage-II, the Government and national stakeholders have concluded that achieving the Stage-II compliance targets will be through the phase-out of the remaining consumption of HCFC-141b and HCFC-22 in both Foam and Refrigeration & air-conditioning manufacturing sectors (RAC) as well as the RAC Servicing sector in the country.
Thus, the phase-out approach and strategy were proposed in a cost-effective way which maximizes the ozone and climate benefits in consistency with the MOP and Executive Committee guidance for the compliance with the post 2015 targets.
Major achievements

The conversion of the remaining six foam sandwich panels manufacturers, ten solar & electric water heaters manufacturers and five air-conditioning manufacturers to non-HCFCs technology (HC and HFO-1233zd polyol blend in the foam sector and R-32 in the air-conditioning sector).
- Phase out of HCFCs used in all manufacturing industries (Foam sandwish panels, Electric and Solar Water Heaters and Air-conditioning).
- Completion of renovation, installation and commissioning of the equipment and tools of the RAC training center at 3 Vocational School in Lebanon (Al Amal Vocational School-South), (Dekwaneh Vocational School – Mount Lebanon) and (Bakhoun Vocational School – North).
- Implementation of the training programme for teachers and students in the RAC service sector.
- Provision of technical assistance on HFCs alternative technologies to RAC manufacturers and servicing enterprises in the country.
Project outcome
The successful implementation of the HCFC Phase-out Management Plan (Stage-II) for Lebanon will result in the reduction of HCFC consumption levels to 18.39 ODP tons by the year 2024. In order to meet this objective, actions to ensure a minimum phase-out of 55 ODP tons (based on the baseline level of 73.50 ODP Tons) of HCFC consumption will need to be accomplished on time. This phase-out addressed in this HPMP (Stage-II), through technology conversions in the enterprises manufacturing discontinuous foam sandwish panels, Electric and solar water heaters and air-conditioning products and in enterprises engaged in servicing of RAC equipment.

All activities and achievements related to the HPMP project throughout the previous years of implementation were designed to ensure maximum participation of men and women. The project will continue tracking gender in training and technical assistance programmes; the project supports and will always ensure that female RAC teachers and technicians have the same opportunities to develop their careers.
