A donor database is a computerized system intended to facilitate tracking and reporting on ODA flows. Components of the system will vary widely from such fundamental issues as the objectives for which it is designed to achieve, the scope of the business processes it is supposed to support, the institutions it is expected to cover and the functions it will be expected to provide.

This report clarifies these fundamental issues and uses them in defining specifications of the donor database for the Government of Swaziland.
