With the promulgation of a new Constitution on 27^th August 2010, which provides a robust framework for the promotion and protection of human rights, Kenyans had a legitimate expectation that they would live in a Country where their safety and security are assured and guaranteed under the law. However, going by the recent spate of violence in different parts of the country, Kenyans cannot say that they live in a safe and secure country.
