The purpose of this policy is to improve the implementation of the devolved system of government in order to achieve optimal service delivery. It is intended to guide both levels of government to align their policies with the constitution and use experience gained since 2010 to strengthen the implementation of devolution as it is envisaged in the constitution.

This policy considers the current situation in the implementation of the devolved system of government and categorizes the challenges into three thematic areas namely institutional, resources (both financial and human), and inter and intra governmental relations and provides strategies to address these challenges.
