Poverty Reduction
UNDP will focus on national capacity development to formulate, implement and monitor policies and programmes aimed at putting SDG 1 (eradicate poverty in all its forms) on track. This is the overall goal of UNDP’s work in Mongolia. Support will be given on policy options for the off-track SDGs by identifying bottlenecks, prioritizing solutions, developing action plans and implementation strategies. UNDP will also focus the attention on long term development priorities including linking Mongolia up to the 2030 Agenda.
Our intervention
UNDP will continue supporting nationally-led and participatory processes to produce knowledge products with evidence and policy options, including the UNDP flagship product, National Human Development Reports. These reports deepen the understanding of how human development can be promoted and realized in the national policy and practice by implementing people-centered policies. Support will also be given to the analyses and preparation of national MDG reports and the construction and usage of poverty mapping results for policy making.
For many years, UNDP has been strengthening and empowering local communities to identify their own way out of poverty by supporting the programmes towards alternative livelihoods, capacity building for small and medium-sized enterprises, micro finance and micro insurance. The lessons from this long term efforts will be brought to policy makers attention.
These interventions will all lead to capacity strengthening of the government to address disparities, vulnerabilities and persistent poverty through evidence-based policy making, planning and monitoring.
National Development Policy and Planning
UNDP is supporting Mongolia in developing an integrated national development planning system. This support includes the review of existing experiences of policies and planning including international best practices, development of planning guidelines and manuals as well as capacity development at the central and local level. To address the issue of lack of data, UNDP is investing in the development of baseline data and in statistical capacity development at the national and local level as well as in setting up stronger monitoring and evaluation frameworks.
Capacity for data analysis and econometric modeling will be strengthened to assist policy makers in forecasting, planning, and policy analysis. UNDP has supported Mongolia to construct an integrated macro- economic modeling and related capacities. This model supports comparative analysis of different policy options and integrates economic, environmental and social elements. Support will be continued for further use of the model in actual policy making.
UNDP is also spearheading national development dialogues on key topics, bringing stakeholders together for policy discussions.
