EU-UNDP Technical Assistance to the Final Beneficiaries of the EIB Early Recovery and Ukraine Recovery Programmes

Project summary: 

UNDP TA provides consultative support to project implementers and local stakeholders of social infrastructure recovery projects throughout the project cycle, along with independent monitoring to ensure the quality and efficiency of recovery sub-projects under the Ukraine Early Recovery and Ukraine Recovery Programmes, which are funded by the European Investment Bank.

Project objective:

To strengthen infrastructure resilience and enhance the delivery of accessible public services, including housing, social, education, and health services, through supporting the proper implementation of the Ukraine Early Recovery and Ukraine Recovery framework loans provided by the EIB. This contributes to the recovery of destroyed/damaged critical infrastructure, economic revitalization and maintenance of the social fabric in those regions of Ukraine directly affected by the war and those where social infrastructure and services are under heavy pressure due to a huge influx of internally displaced persons. 

Main activities:

1. Engineering and construction: Engineering consultancy, project design checks and recommendations on necessary adjustments, as well as technical on-site monitoring during the construction phase;

2. Procurement and finance: Checks on Loan Funds Transfer Agreements and Tender Dossiers, analysis of Unit Costs, price comparison and cost-increasing factors analysis, monitoring tender procedures and reviewing contractual documentation;

3. Anti-corruption: Prevention, response, and mitigation of corruption, fraud, money laundering and other related risks at all stages of project implementation, conducting risk assessments of contractors;

4. Social management and stakeholder engagement: Analysis of the social and environmental impacts and risks of projects, fostering stakeholder and community engagement, monitoring project compliance with EIB Environmental and Social Standards;

5. Capacity development: Training seminars and workshops to project implementers and local stakeholders in the technical, financial, anti-corruption, and social aspects of recovery project implementation.

Expected results:

1. Identification of recovery needs in target communities and support for the design of recovery sub-projects;

2. Strengthened local governance capacity for sub-project preparation and implementation;

3.  Improved sub-project compliance, financial management and monitoring for transparency, accountability, efficiency and effectiveness during sub-project implementation;

4. Implementation of social management and stakeholder engagement instruments during the sub-project cycle, including the facilitation of community participation.
