Climate-Proofing Lebanon's Development Plans

In order to effectively achieve Lebanon’s updated Nationally Determined Contribution (NDC), avoiding locking in Greenhouse Gas (GHG) emissions through infrastructure and development plans is a priority.

Through the UNDP Climate Promise, UNDP Lebanon aimed at climate-proofing three Lebanon plans: the CEDRE-CIP plan, the McKinsey Lebanon Economic Vision, as well as the Government Financial Recovery Plan and its 3-year priorities.

Priority projects were selected for a Cost-Benefit Analysis (CBA), which showed that additional investments in climate-proofing to reduce emissions and/or build the projects’ resilience has significant socio-economic benefits.

Climate-proofing nationally or internationally-supported investments is therefore an important practice which would reduce the emissions of new infrastructure, as well as improve their resilience to climate change. Climate-proofing improves access to climate and sustainable development financing, as it is aligned with green recovery.
