UNDP ensures a participatory approach and stakeholder engagement in Development finance assessment

Currently, Kyrgyzstan is in the process of developing it development finance assessment (DFA) and a draft roadmap, which is an informed dialogue between the government and partners in identifying opportunities for additional resource mobilization and effective ways of using existing funds to achieve the Sustainable Development Goals (SDG) in the country.
Last year, the President’s Administration of the Kyrgyz Republic initiated the first DFA activities, which allowed to launch stages of consensus building on key processes and substantive issues. The DFA and the formation of the roadmap is a process of analysis and interaction with all stakeholders. Thus, the dialogue between all players is an important step in strengthening the financial policy. This allows a better understanding of the main problems and opportunities for sustainable and innovative financing in the country, as well as determine the optimal model suitable to the context of Kyrgyzstan as well as further steps.
In its turn, the draft roadmap is a list of recommended actions that should be considered by the Government together with stakeholders for the effective and efficient resource mobilization and use of finance to achieve the SDGs and development priorities. This process includes detailed discussions of the proposed funding instruments with key stakeholders, including government, the private sector, local NGOs and UN agencies, which will collectively establish a common understanding of the INFF process.
As part of this activity, and in response to the need for a participatory approach, a round table was held with civil society representatives to discuss the DFA and the draft roadmap. The participants learned about the financial situation in the development of the country and the opportunities for civil society to participate in this process, which will ensure that financial strategies are aligned with the SDGs and the needs of the people of Kyrgyzstan, as well as to ensure the transparency of the development financing process.
Civil society organizations undoubtedly play an important role in promoting the achievement of sustainable development, namely, to improve the economic, social and political conditions in developing countries, including Kyrgyzstan. This is also due to their direct activities to mobilize resources from additional international sources of funding for the benefit of diversified development in the country.
Similar meetings were held with all key stakeholders in the development of the DFA for their direct involvement and active participation. The need for and benefit of this participatory approach is showing positive results and is being applied in many countries.
The results of the DFA and the recommended SDG financing reforms are being developed within the framework of the Integrated National Financing Frameworks and are closely linked to the implementation of the Joint UN SDG Fund program “Establishing Integrated National Financing Frameworks for Sustainable Development in Kyrgyzstan”. The DFA provides analysis for the programme in support of National sustainable development strategies in line with the Addis Ababa Agenda.
