Support to effective resilient and inclusive governance system for health

Project Summary

The project "Promoting effective, sustainable and inclusive health management systems" contributes to Outcome 4 of the United Nations Collaborative Framework 2021-2025. - By 2025, the most vulnerable benefit from increased access to gender-sensitive quality health care, education and social services.

The main activities of the project are aimed at building an effective system of providing medicines and medical products to all segments of the population, including vulnerable groups, improved access to preventive services, quality medicines and medical materials for diagnosis and treatment of HIV infection, COVID-19, tuberculosis, non-communicable diseases and other socially significant diseases. The project contributes to the establishment of a sustainable health financing system, including compulsory health insurance, and building the capacity of health facility staff to effectively plan, forecast and budget for the health system and patients. The project also contributes to strengthening the capacity of the Ministry of Health, the Sanitary-Epidemiological Welfare and Public Health Service and the Republican AIDS Center, the Republican Specialized Scientific and Practical Medical Center for Phthisiology and Pulmonology and other medical institutions active in planning and managing the health care system.

The main partners of the project are the Ministry of Health, the Sanitary and Epidemiological Welfare and Public Health Services, the Republican AIDS Center and other agencies and NGOs, involved in the field of health development in the country.

Project Goal

The goal of the project is to help strengthen the health system to effectively manage inclusive programs and supply chains.

Project objectives

  1. To create a basis for the introduction of effective mechanisms of public-private partnership

  2. Strengthen and orient the health system towards the prevention and control of non- communicable and oncological diseases 

  3. Improve the transparency, efficiency and quality of the national system of centralized planning, forecasting, procurement, storage and distribution of medicines/health products

  4. Create a favorable environment for the implementation of programs and projects to counter the spread of HIV and tuberculosis

  5. Create effective, transparent and favorable conditions for the implementation of programs and projects to counter the spread of COVID-19

Expected Outcomes:

Outcome 1: The national capacity of the health system of the Republic of Uzbekistan is strengthened for effective supply chain management and inclusive programs to combat HIV, TB and other diseases.

Outcome 2: The national capacity of the health care system of the Republic of Uzbekistan is strengthened to effectively counter the spread of the COVID-19 pandemic.
