Montenegro's path to inclusive and green transition: A collaborative effort

In a steadfast commitment to our collaborative approach, the UNDP brought together a distinguished group of professionals, representing the EU Delegation to Montenegro, the World Bank, the European Bank for Reconstruction and Development (EBRD), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Kreditanstalt für Wiederaufbau (KFW), the National Council for Sustainable Development in Montenegro (NCSD), and UNDP to discuss collaborative efforts of development partners in supporting the achievement of vision of a just transition in Montenegro.
This pivotal event provided a platform to discuss the current draft of the Just Transition Roadmap for Montenegro and offer profound insights into its integral components. The dialogue expanded to encompass the expertise of international financial institutions and development partners, drawn from their experiences in other coal regions, the European Union, and the Western Balkans region. This rich exchange created a unique opportunity for peers to share their individual initiatives and plans within the realm of just transition in Montenegro and the broader region. This collaborative synergy ensured the identification of shared objectives and a coordinated approach.

This dialogue with international financial institutions and development partners is part of a broader effort in a series of dialogues with stakeholders initiated with the conference titled "Dialogue for Just Transition" held in Podgorica in February 2023, organized by UNDP and NCSD, which marked the commencement of the development of the Just Transition Roadmap for Montenegro. These dialogues are a part of the "Roadmap for Just Transition in Montenegro" project, financed by the Ministry of Finance of the Slovak Republic.
A green transition, particularly one that is people-centered, inclusive, and just, does not occur by happenstance. It necessitates careful and coordinated planning and implementation. With support from UNDP, Montenegro has taken proactive steps to guide this process effectively and inclusively, which includes reinstating the National Council for Sustainable Development and forming a dedicated Working Group on Just Transition. These initiatives have created a platform for all relevant national and local stakeholders, encompassing decision makers, institutions, the private sector, civil society organizations, financial institutions, academia, media, and others. This collective approach fosters a participatory and inclusive strategy for developing a roadmap for a just transition. The success of this endeavour relies on the mobilization of public, private, and human capital, substantial investments, and inclusive support programs rooted in open social dialogue.
