Joint EU-UNDP initiative brings three new police stations to Chernihiv Oblast

CHERNIHIV, 23 October 2023 — After the Russian Federation's full-scale invasion of Ukraine, Chernihiv Oblast suffered extensive damage. Even though the entire region was later liberated, communities still experienced regular shelling. Some areas were occupied for over a month. Strengthening security in Chernihiv Oblast's communities is crucial. The lack of local police, especially in remote villages, can lead to slow responses to threats, leaving residents at risk.
Thanks to joint efforts by the United Nations Development Programme (UNDP) in Ukraine and the European Union (EU), new police stations have been established in three border communities in Chernihiv Oblast: the villages of Horobychi, Zamglai, and Pakul. In addition to establishing a much-needed physical police presence in these communities, this initiative is forging a robust bond of trust and collaboration between law enforcement and the local populace. This way, UNDP and the EU are enhancing local police capacity to empower communities to become more resilient and respond rapidly to threats, even during times of war.
More than UAH 1 million (approximately US$30,000) were allocated to establish these facilities with UNDP assistance. The funds were used to procure building materials, furniture, and essential equipment for outfitting the police stations. Repair work was conducted at the expense of the village councils.
Chloe Allio, acting Head of Cooperation at the European Union Delegation to Ukraine, emphasized the European Union's dedication to offering specific assistance to Ukrainian communities impacted by the Russian invasion. “We are proud of our role in establishing these police stations in Chernihiv Oblast,” she affirmed. “We have full confidence that these stations will serve as reliable sources of support for the residents of these communities, ensuring their sense of security during and after the war.”
UNDP Resident Representative Jaco Cilliers said UNDP's work in Chernihiv and other regions is built upon the extensive experience the organization has gained from supporting security initiatives in a crisis setting in Ukraine and globally. “While the scale of this war in Ukraine is unprecedented, we are implementing comprehensive and effective solutions to ensure long-term security,” he said. “The opening of these police stations serves as a prime example of how we are strengthening the bond between the police and the community.”

These three police stations were opened with the support of UNDP in Ukraine in the framework of “EU4Recovery – Empowering Communities in Ukraine” project, with financial support from the European Union.
