The fourth quarter of the Cabo Delgado Stabilization Programme navigated the intricate security dynamics shaped by Non-State Armed Groups (NSAG) in various districts of Cabo Delgado Province. Shifting between peace and violence, NSAG movements between Quissanga and Metuge brought significant disruptions since 2022, with heightened activities in the Messalo River Basin leading to clashes near Lake Nguri.
