The fourth quarter of the Cabo Delgado Stabilization Programme navigated the intricate security dynamics shaped by Non-State Armed Groups (NSAG) in various districts of Cabo Delgado Province. Shifting between peace and violence, NSAG movements between Quissanga and Metuge brought significant disruptions since 2022, with heightened activities in the Messalo River Basin leading to clashes near Lake Nguri. The impending withdrawal of the Southern African Development Community Mission in Mozambique (SAMIM) added a layer of complexity, raising concerns for regional stability, especially with the approaching 2024 Presidential Elections. As the rainy season starts in December, infrastructure works and mobility are expected to be affected, impacting the development of Stabilization Programme activities.
