Harnessing the potential of vulnerable groups for stabilization and recovery of eastern and southern regions of Ukraine

Project summary:

The project aims to support progressive stabilization and resilience-building in eastern and southern Ukraine, with tailored assistance for areas where the Ukrainian Government has regained control. It adopts Early Recovery and Humanitarian-Development-Peace Nexus approaches, implementing development solutions in a humanitarian setting to address urgent needs while enhancing the capacity of community stakeholders to respond to future crises. 

The project is designed to provide comprehensive support across two strategic directions: first, the re-establishment and enhancement of security service provision, particularly in war-affected areas where the Ukrainian Government has regained its control; and second, the creation of inclusive, participatory mechanisms for the community-led reintegration of veterans and their families. In so doing, the project seeks to enhance service provision to veterans while leveraging their social and human capital to benefit broader community recovery efforts.

Project activities are designed based on thorough assessments of needs and available resources in selected locations, with a focus on the most vulnerable groups. These groups, particularly veterans, are actively involved in the analysis, design, implementation, and monitoring of activities to ensure their priorities are reflected in the overall recovery vision. This engagement seeks to empower them to meaningfully participate in shaping the future of their communities, regions, and country.

Given the 12-month timeframe, the Project is designed to complement ongoing UNDP initiatives and serve as a catalyst for further medium-term recovery and reconstruction efforts. To ensure sustainability, UNDP will closely collaborate with national and international partners—including UN agencies, NGOs, and community stakeholders—to integrate development perspectives into the ongoing response and establish sustainable systems that will allow for a smooth transition of responsibilities from the humanitarian community.

Project goal:

Communities in eastern and southern regions of Ukraine, have improved opportunities and capacities for stabilization and resilience through support to the restoration of law and order, the reintegration of veterans, and the meaningful participation of women in recovery processes. 

Expected results:

The project is intended to achieve the following outputs:

Restoration of law and order is enabled, and civil protection capacities enhanced in frontline communities and areas that were temporarily not under the control of the Government of Ukraine.

Project selected communities in eastern regions of Ukraine have improved capacities to analyze, design, implement, and monitor locally led plans and initiatives in support to the reintegration of the veteran community.
