Urban development in Asia-Pacific
The Asia and Pacific region, home to over 54% of the world’s urban population, faces significant challenges related to rapid urbanization, exacerbated by factors such as internal migration driven by economic, political, and climate changes. With more than half of its population living in urban areas, cities in this region struggle to manage their growth effectively. Between 2000 and 2019, six of the ten cities most affected by climate-related events were in this region, including Manila, Dhaka, and Karachi, disproportionately impacting marginalized communities and worsening social inequalities.

These challenges underline the need for resilient and inclusive governance systems that can address the needs of all citizens, particularly vulnerable groups such as women and migrants. Cities possess immense potential to drive transformation through innovation and economic development. They act as hubs for high-impact investments and can influence broader regional and national progress. However, many local governments struggle with inadequate governance frameworks that fail to address the complexities of urban development. A shift towards systemic, evidence-based, and people-centered approaches is essential for cities to evolve into safe, sustainable, and thriving environments.
UNDP has over 30 years of experience in supporting urban development across Asia and the Pacific, drawing on lessons from initiatives in countries like Indonesia, Pakistan, and the Philippines. Our work on implementing Social Innovation Platforms, predictive analytics, and adaptive governance under Project Vision provids valuable lessons in addressing urban challenges.
Initiative: Urban Governance for the Future
The Urban Governance for the Future Initiative emphasizes the interconnectedness of urban issues and advocates for a holistic response to local governance, economic vitality, cultural preservation, social cohesion, and environmental sustainability. Being active in the Urban Governance agenda is with the aim to create equitable, resilient, and sustainable cities by promoting local development, economic empowerment, and gender-responsive urban planning.
Initiative Focus
The initiative focuses on strengthening seven interconnected urban governance capabilities:
Multi-level governance: Bridging the gap between national policies and local implementation to foster innovative solutions for pressing local challenges.
Inclusive development: Engaging communities—especially youth, women, migrants, and persons with disabilities—in shaping solutions that affect their futures.
Gender-inclusive planning: Addressing gender inequalities in urban planning and fostering social cohesion.
Enhanced urban services: Improving urban planning and risk management through innovative solutions like scenario planning and digitalization.
Data-driven decision-making: Utilizing digital tools and insights for participatory decision-making and effective planning.
Aligned capital flows: Financing integrated development initiatives to bolster urban resilience and social cohesion.
Cultural preservation: Emphasizing the role of cultural heritage in creating economic opportunities and fostering social ties.
Through these efforts, the initiative aims to create resilient, vibrant urban environments that support sustainable development and empower communities.
