What we do
“Promoting Efficiency and Reforming Services through Enhanced Human Resource Management for the Ministry of Internal Affairs and Police Service” project is built on the consolidated achievements from past and ongoing initiatives funded by the US/INL, European Union, World Bank, and other international development partners. It focuses on strengthening the institutional capacities of the Police and the Ministry of Internal Affairs (MOIA), enhancing effectiveness, and introducing new possibilities for development. The Project facilitates knowledge exchange between relevant institutions and other countries that have undergone successful Human Resource Management (HRM) reforms, and the lessons learnt are heavily considered. The Project also relies on the best practices from the successful partnership of the INL and UNDP globally to promote HRM reform in the MOIA and the Police in Armenia.
Objectives
Efficiency, staff development, and talent management capacities of MOIA enhanced through reforms of Human Resources Management (HRM) system.
The five key outputs of the Project are focused on:
Output 1. MOIA identifies needs and stakeholders for MOIA’s HRM reform.
Output 2. MOIA develops and adopts HRM reform roadmap and action plan providing mechanisms to hire and retain competent staff focusing on institutional integrity and gender balance.
Output 3. MOIA’s HR specialists understand and use new policies and practices on hiring, retention, and corruption reduction.
Output 4. MOIA attracts and retains women through merit-based career development.
Output 5. The employees of the MOIA and the Police Service adhere to the rules of the Code of Conduct (including employee ethics) and demonstrate through their conduct the Standard Operating Procedures (SOP) principles.
Expected Results
Performance Indicators by 2026
- At least 20% of MOIA policy makers report readiness for change, utilizing new policies and applying new competencies for handling the reform.
- At least 70% of civil servants in MOIA (50% women) report satisfaction with new HRM system and processes, inclusivity and diversity initiatives, and retention strategies.
- At least 70% (60% women) of HR specialists in MOIA and Police demonstrate increased competency in HRM.
