Lao PDR Strengthens Commitment to Responsible Business Practices

A recent workshop in Vientiane marked another step forward in Lao PDR's ongoing journey to promote responsible business practices and human rights. Government officials, business leaders, and civil society representatives came together for a crucial two-day workshop focused on aligning national policies with international standards like the UN Guiding Principles on Business and Human Rights (UNGPs).
During his opening remarks, Ambassador Phoukhong Sisoulath, Director General of the Department of Treaty and Law, emphasized both the opportunities and responsibilities that come with business development. While acknowledging that businesses drive economic growth through job creation, skills development, and technology transfer, he stressed that Lao PDR is taking concrete steps to ensure business activities respect human rights. These steps include strengthening oversight of business operations and embedding rights protections into national development frameworks.
The workshop, co-organized by the Lao PDR Ministry of Foreign Affairs and UNDP with Swedish government support, built on momentum from the recent UN Responsible Business and Human Rights Forum. Participants explored key developments including:
- Implementation strategies for National Action Plans (NAPs) on Business and Human Rights
- Lessons learned from Thailand's experience in developing their NAP
- The ILO's tripartite approach to business, government, and worker collaboration
- Practical frameworks for grievance mechanisms and human rights protections
Regional Expertise Shapes Discussion
Harpreet Kaur, UNDP's Business and Human Rights Specialist, shared valuable insights on developing and implementing national action plans on business and human rights (NAPs). Her presentation highlighted the importance of effective grievance mechanisms in addressing business-related human rights concerns, demonstrating how NAPs can serve both business interests and human rights protection.
The International Labour Organization (ILO) enriched the dialogue by presenting their tripartite mechanism – a proven model for collaboration between government, business, and workers. Their approach emphasized balancing economic growth with robust social protections through decent work principles.
Learning through South-South Exchange
Thailand's experience in developing and implementing their NAP on Business and Human Rights provided practical insights for Lao PDR. A representative from the Thai Ministry of Justice shared key lessons learned, offering a valuable roadmap that Lao PDR can adapt to its national context. The Thai example highlighted the value of inclusive stakeholder engagement and flexible implementation strategies.

The workshop concluded with concrete steps toward progress.
