20 years of UNDP and EU partnership

For the past 20 years, the partnership between the United Nations Development Programme (UNDP) and the European Union (EU) has been instrumental in shaping the future of Montenegro. Through this collaboration, the EU has invested nearly 18 million euros in development projects that have directly improved the lives of Montenegrin citizens. This partnership has focused on aligning Montenegro’s national priorities with the EU accession process, while also advancing the global 2030 Agenda with a strong emphasis on sustainable and inclusive development.

Together, UNDP and the EU have made significant strides in areas such as human development, green growth, governance, social inclusion, and gender equality. Their joint initiatives have created valuable opportunities for the people of Montenegro, driving progress across sectors – from improving public services to promoting environmental sustainability. These efforts have led to tangible improvements in local and national governance, digital innovation, and public health, especially during the challenges of the COVID-19 pandemic.

As Montenegro moves closer to its goal of EU membership, the ongoing partnership between UNDP and the EU remains a key driver in building a prosperous, resilient, and inclusive future. With a shared vision of a sustainable future, this collaboration continues to turn global goals into local realities, making a lasting impact on the lives of Montenegrin citizens and beyond.

STRENGTHENING DEMOCRACY AND GOVERNANCE

UNDP and the EU have been steadfast in their commitment to fostering good governance and democracy in Montenegro. One of the most prominent achievements has been the implementation of the Regional Programme on Local Democracy in the Western Balkans (ReLOaD):

  • Supported 140 NGO projects addressing education, social inclusion, environmental protection, and youth engagement.

  • Mobilized 30 youth-led actions, helping young people take an active role in their communities.

  • Ensured transparent mechanisms for local government funding to CSOs, fostering trust and collaboration.

In addition, public institutions have seen strengthened capacities to align governance with EU standards. By promoting transparency and accountability, these projects have built a bridge of trust between citizens and their leaders.

 

Youth empowerment is central to the ReLOaD program, equipping young people with the tools to lead and innovate:

  • 420 young people from 14 municipalities received training in entrepreneurship and civic activism, preparing them for leadership roles.

  • 9 startups were launched by young entrepreneurs with financial and mentorship support.

  • 25 youth groups carried out impactful community actions, creating ripple effects of positive change across Montenegro.

  • 27 UN volunteers completed six-month training programs with local enterprises, with 12 securing jobs post-program.

 

ADVANCING SOCIAL INCLUSION

One of the most transformative initiatives is the reform of Montenegro’s disability determination system:

  • More than 60,000 individuals with disabilities will benefit from streamlined procedures, replacing 35 commissions with a single specialized institution.

  • The first national e-Registry for persons with disabilities will be stablished, improving service delivery and ensuring fair access to rights.

This reform is a game-changer for inclusive governance, ensuring all citizens can access the support they need without unnecessary barriers.

 

 

COMBATING POVERTY AND MARGINALIZATION

  • Local municipalities developed two joint employment projects to support vulnerable groups.

  • Over 200 individuals, including long-term unemployed people, women, and youth, received mentoring and support to start small businesses.

  • Podcasts and mini-campaigns showcased the successes of youth-led businesses, inspiring others to innovate and persevere.

 

 

GENDER EQUALITY: A REGIONAL SUCCESS STORY

Montenegro’s journey toward gender equality has been bolstered by groundbreaking initiatives led by UNDP and the EU.

  • Introduction of a 30% electoral quota has significantly increased women’s participation in politics.

  • The Women’s Political Network (WPN) became a unique platform, fostering dialogue across political divides.

  • At the WPN’s initiative, 18 municipalities allocated budget funds for women entrepreneurs, totaling €144,000.

  • The first national SOS helpline for victims of gender-based violence was established, offering immediate assistance to those in need.

  • Over 350 professionals, including police officers and social workers, were trained to handle gender-based violence cases in line with the Istanbul Convention.

  • Published Women of Montenegro, the first-ever monograph celebrating women’s contributions to Montenegrin society.

These efforts have positioned Montenegro as a leader in gender equality, with initiatives serving as models for neighbouring countries.

 

 

DIGITAL TRANSFORMATION AND INNOVATION

The EU-UNDP partnership has played a pivotal role in Montenegro’s digital evolution:

  • The e-Government portal has transformed access to public services, enabling citizens to complete processes seamlessly online.

  • 90% of university enrollments and 80% of kindergarten applications were processed online during the pandemic.

  • The AI Readiness Assessment set the stage for future digital innovation, making Montenegro a leader in preparing for advanced technologies.

 

PUBLIC HEALTH AND CRISIS RESPONSE

During the COVID-19 pandemic, swift action by the UNDP-EU partnership ensured Montenegro was equipped to handle the crisis:

  • Delivered 100 medical ventilators and 10 X-ray machines to strengthen healthcare systems.

  • Procured and distributed essential PPE for healthcare workers, ensuring their safety while serving the public.

These efforts saved lives and strengthened Montenegro’s resilience to future crises.

 

JUSTICE AND RECONCILIATION

UNDP and the EU have supported Montenegro’s efforts to address past conflicts and promote justice:

  • Development of the War Crimes Investigation Strategy 2024-2027, strengthening prosecutorial capacities.

  • Support for five NGO projects focused on reconciliation, transitional justice, and direct assistance to victims and witnesses of war crimes.

These projects have fostered peace, accountability, and a stronger justice system.

 

GREEN GROWTH AND CLIMATE ACTION

With climate change at the forefront of global challenges, the UNDP-EU partnership has spearheaded green initiatives in Montenegro. These efforts underline Montenegro’s commitment to a greener, more sustainable future:

  • The Strengthening Capacities for Energy Efficiency project will help households reduce energy consumption and costs through better insulation and heating systems.

  • Awareness campaigns aims to educate citizens about renewable energy and energy efficiency, driving community resilience to climate change.

 

LOOKING TO THE FUTURE
