Quality Assurance for UNITED24, DREAM and Kyiv Oblast Recovery Initiatives
Project summary
Since 24 February 2022, the war in Ukraine has caused extensive destruction of housing and critical infrastructure, displacing millions of people and creating an urgent need for rapid recovery. Launched on 1 April 2023, the "Quality Assurance for UNITED24 Initiative" project aims to address this need by restoring housing in the Kyiv region, which has been heavily damaged by the war. Through technical assistance and quality assurance, the project supports 18 recovery initiatives funded by UNITED24, and has since expanded to include an additional 48 facilities under the "Kyiv Oblast Recovery initiative". In addition, the project monitors over 500 facilities through the Digital Restoration Ecosystem for Accountable Management (DREAM platform). The ultimate goal of the project is to provide access to decent housing and social services for the war-affected population.
Project goals:
- Facilitate the efficient, high-quality restoration of residential buildings and social infrastructure in Kyiv Oblast to support communities affected by the war.
- Ensure recovery projects comply with technical standards and public procurement principles, promoting transparency and quality.
- Support anti-corruption and risk mitigation measures throughout the implementation of projects.
- Strengthen the integrity of the DREAM platform to enhance the quality, transparency, and efficiency of recovery project implementation through effective screening, analysis, validation of information, and provision of consultations to Regional State/Military Administrations, local communities, and other stakeholders.

Expected results
- Local communities in the target region benefit from improved living conditions and public services through the high-quality, efficient, and transparent recovery of residential buildings and social infrastructure in Kyiv Oblast, under the "UNITED24" and "Kyiv Oblast Recovery initiatives".
- The capacities of regional authorities and local communities are strengthened by equipping them with essential tools for the effective planning, design, and implementation of recovery projects within the DREAM platform.
