Kosovo Safety and Security Programme
Programme Summary
Kosovo has made progress in many spheres of life in recent years. International support, capacity strengthening, and continuous development of law enforcement institutions have succeeded in considerably improving the safety and security institutions in Kosovo. Safety and security are the essential prerequisites for sustainable development and peace. KSSP uses a holistic approach to safety and security respectively the model of people, process, and technology (PPT) which refers to the methodology which is used in most of the modern approaches in which the balance of people, process, and technology drives action: People perform a specific type of work for an organization using processes which are streamlined and improved by technology. The KSSP consists of three focus areas; 1. SALW – Small Arms, Light Weapons, Ammunition and Explosives Control, IAT Illicit Arms Trafficking and regional cooperation in the field of IAT; 2. Cyber Crime and Cyber Security (legal framework, strategy, and equipment/software to protect Critical Infrastructure Protection and Critical Information Infrastructure Protection) and Preventing/Countering Violent Extremism in relation to CIP and CIIP.
What we want to achieve
KSSP’s objective is to increase public safety and security for all inhabitants through finding local solutions for local problems while also supporting central and local level institutions. This integrated approach will lead to policies and legislation as well as implementation mechanisms in line with international standards and best practices, increased and further advanced capacities to prevent and deter cybercrime, address potential risk and threats coming from illegal weapons, firearms conversion and diversion, new methods of producing firearms (3D printing, converted gas pistols), explosives and handmade explosive devices as well as prevent potential access to them by violent extremists.
Expected Results
1. Capacities of Kosovo Police developed in the field of detection and confiscation of firearms, components and ammunition as well as the quality of investigations leading to higher conviction;
2. Capacities of border entities on detection of firearms, components and ammunition increased (border police and customs);
3. Enhanced police operations in the field of possession, misuse and trafficking of small arms and light weapons through improved information gathering and sharing process;
4. Risk profiling based on Common Integrated Risk Analysis Model (CIRAM 2.0) in place;
5. Use of advance and specialized equipment for higher detection of trafficking of small arms, light weapons, ammunition and explosives at the border crossing points and the green border area;
6. Improved citizens awareness of the dangers of possession and misuse of SALW;
7. Increased knowledge through specialized and certified trainings for institutional officials in the field of how to perform an effective ethical penetration testing in an institutional network environment that is vulnerable to be attacked, exploited, evaded, and defended, manage the cyber security space, methodological approach to computer forensic and evidence analysis and carryout computer forensic investigation leading to prosecution of perpetrators, cyber security analyst
8.Police officers, prosecutors and judges trained in the field of cyber-crime prevention and investigation;
9. Increased the understanding and reporting of cyber incidents at both institutional and individual levels;
10. Increased public safety and security.
