Introducing the Quantum Consortium
Through the Quantum Consortium UN agencies leverage Quantum, a leading cloud-based (Oracle) Enterprise Resource Planning (ERP) solution. UNDP’s proven implementation approach and team of experts can transform your HR, Finance, Procurement, Logistics, and Project and Portfolio Management processes while minimizing the risks and high investment typically associated with replacing an ERP.
Quantum is already used by 10 UN agencies serving 40,000 personnel across 170+ countries and in seven languages, underscoring both the platform’s flexibility and the Quantum team’s ability to implement in diverse UN Agency environments.
The Quantum Consortium offers:
A future-proof cloud platform: A modern cloud application with quarterly upgrades and continuous improvements that keep the platform on the cutting-edge of technology and business advances.
Single installation: A unified Oracle Cloud instance managed by UNDP enables shared maintenance, while agencies retain control of configurations and specific agency requirements.
Shared global databases: Agencies share global vendor and customer databases and purchasing categories that leverage the valuable efforts of each partner and streamline vendor trust and procurement processes.
Configurable and flexible: Agencies can tailor Quantum to align to unique business models while benefiting from shared operational standards.
Robust support model: UNDP provides 2nd and 3rd level support and manages vendor relationships, while agencies manage first-level support, data, change management and training.

Consortium partners invest in ongoing platform improvements that benefit all partners, as well as individualized components based on their unique priorities. This centralized approach has already led to efficiency gains, enhanced data accuracy, and significant savings in payroll, procurement, and recruitment processes. Costs are based on module selection, required functionality and selected implementation approach.
How we implement Quantum
Our implementation approach is based on an agile, iterative cloud methodology, allowing us to adapt to your agency’s unique needs and evolving requirements. This flexible approach allows us to make continuous improvements and quickly respond to issues. The typical implementation period ranges between 3-18 months, based on project scope and the implementation model selected. Below is an overview of the typical implementation process:

Once Quantum is implemented in your context, UNDP ensures transparent governance through Monthly Change Advisory Board meetings, comprehensive Service Level Agreements (SLAs) and self-service reporting with real-time insights into service performance and incident resolution.
