The National Action Plan for Formalization in Sierra Leone aims to mitigate these and related barriers by addressing various policy areas that affect informality. Foremost, under the leadership of the Ministry for Trade and Industry, it attempts to provide an overview of context in which informal enterprises operate, including some relevant policy initiatives and stakeholder-led interventions, and identifies key challenges related to enterprise formalization. Based on this, the Action Plan makes important provisions on how to assist business owners to formalize and to enhance the capacity of national organizations and service providers to address the needs of informal sector actors whilst facilitating and encouraging their formalization.

The National Action Plan is developed as part of the Project on “Supporting Informal Enterprises Transition Towards Sustainable Growth and Formalization in the Africa Caribbean and Pacific Regions”, implemented by  ILO and UNDP and funded by the European Union and the Organisation of African, Caribbean and Pacific States (OACPS).
