In line with the accelerated implementation plan of the National Security Architecture and the Comprehensive Approach to Security, we provide support to strengthen institutions and build professionalism in order to improve security sector governance and services, civilian oversight functions and climate justice/security. 

Our work in this area focuses on supporting restorative/transformative justice to complement current formal and traditional justice systems; assisting the Judicial Services Commission and Human Rights Commission; institutionalizing alternative dispute resolution mechanisms; and supporting women working in the security and rule of law sector to ensure protection of vulnerable groups (women, girls, PWDs and IDPs) from human rights violations and SGBV.  

The programme also supports non-violent alternatives to conflict resolution and targeted soft-power interventions to facilitate peace and counter violent extremism, with a focus on empowering and capacitating traditional peace brokers and bridge builders within Somali society, such as religious leaders, clan elders and women, in line with Somalia’s National Tolerance and Dialogue Strategy. This work emphasises bottom-up, community-owned and -led processes of dialogue towards social healing, forgiveness and reintegration of former members and supporters of violent extremist groups into communities. Our support also includes capacity building for civil society and free and independent media to participate in promoting peace, security and the rule of law.

UNDP uses the Global Focal Points arrangement to collaborate with other UN agencies to facilitate and ensure that marginalized and vulnerable groups including women, children, adolescents, youth, PWDs and IDPs participate in and benefit from reforms in security, rule of law, access to justice and human rights across Somalia.

This Programme will contribute to SDGs 5, 10, 16 and 17 and UNDP Strategic Plan 2018-2021 signature solutions 2, 3 and 6 and UNCF Outcome 2.1
