Introductory statement of the Draft Strategic Framework of the United Nations Office for South-South Cooperation, 2022–2025

Mme. President, Excellencies, Ladies and Gentlemen,
Through its continued role in advancing South-South and triangular cooperation, the United Nations Office for South-South Cooperation (UNOSSC) has made a significant contribution to development impact across the globe during the period of its Strategic Framework, 2018-2021.
This new Strategic Framework 2022-25 will build on these results.
Responding to the direction provided by Member States, it aims to further enhance South-South and triangular cooperation as means to assist countries and communities to build forward better from the COVID-19 pandemic and accelerate action towards the 2030 Agenda.
As part of these efforts, UNOSSC will enhance its collaboration with other entities in the implementation of the new UN system-wide strategy on South-South and triangular cooperation to ensure more coordinated and coherent support to Member States.
Over the next four years, UNOSSC will enhance South-South and triangular cooperation in three specific outcome areas:
- First, it will advance South-South and triangular cooperation in policymaking and implementation.
- Secondly, it will strengthen the United Nations capacity to provide South-South and triangular cooperation support.
- And third, it will promote South-South and triangular cooperation knowledge exchange, capacity development, and technology development and transfer -- ultimately enabling developing countries to accelerate their sustainable development.
These outcomes will be delivered by the Office through five services: facilitating and reporting on intergovernmental processes; capacity development; knowledge co-creation and management; a South-South and triangular cooperation solution lab; and trust-fund management.
To ensure efficient delivery of these services, the Office will also further enhance its strategic communications and partnerships, as well as its results-based management efforts.
This Framework has been developed in a highly consultative manner -- engaging Member States, UNOSSC personnel, UN Entities including the United Nations Development Programme (UNDP), think tanks and other relevant partners and stakeholders from both the Global South and the North.
UNDP is proud to host UNOSSC as the focal point for South-South and triangular cooperation on a global and UN system-wide basis.
As we move towards the implementation phase of this new Strategic Framework, UNDP will continue to work closely with UNOSSC to identify challenges and opportunities, share practical “Southern solutions” and advance demand-driven thought leadership.
Guided by this new Strategic Framework, UNOSSC can deliver even better results for the countries and communities that it serves.
