Summary
The project will focus on the National Parliament’s further institutional development particularly in training and capacity building, technical expertise, regulatory impact analysis, digital transformation, citizen engagement, communication and international relations. The project will also ensure that all the support is mainstreaming gender, human rights, environment and SDGs.
Background
Since the inauguration in 2002, the National Parliament has successfully fulfilled its constitutional mandates – legislative, oversight, representational functions - which led the political, economic and social development in Timor-Leste.
Despite the considerable progress, the National Parliament is facing several challenges in terms of its institutional capacity which constrain it to perform its mandates the best. These challenges are namely insufficient technical expertise and systemic training mechanism, low digital capacity, absence of effective engagement with citizens, and weak in international relation management.

Achievements
- Support is given to the new legislature that consists of the development of materials to be used by the MPs and the parliamentary staff, and all of the communication products. Plus, the seminar prepared to introduce the new MPs to the Parliament.
- Successfully delivered the quarterly budget analysis based on gender markers and transformed this information into infographics of easy comprehension. These materials were delivered for the comprehension of all.
For the Youth Engagement:
- Talk show to celebrate National Youth Day with a roundtable about the 12th of November with the aim of the youth of the past sharing their experience with the youth of the present.
-Youth Parliament in collaboration with the Parliament.
- Interview with the young MPs and transformation to video.
- Creation of a profile of the MPs for the Youth
