This roadmap has been commissioned by the United Nations Development Programme (UNDP) in Timor-Leste with financial support from the United Nations Joint SDG Fund.1 The aim of the project is to assist the Government of Timor-Leste (GoTL) to develop an Integrated National Financing Framework (INFF) with a special focus on how finance can be mobilised and effectively used to support economic diversification and recovery from the COVID-19 pandemic.
