Country Evaluation: Assesment pf Development Results

October 11, 2004

This report evaluates the development results of UNDP’s work in Turkey, with a focus on strategic areas such as governance, poverty reduction, disaster preparedness, and gender equality. It highlights the transition from small-scale, fragmented efforts to a more focused set of “core business lines,” aligned with both UNDP’s global mission and Turkey’s EU accession objectives. Despite facing challenges like limited core resources, the Country Office managed to mobilize external funds and maintain visibility through flagship initiatives such as the Local Agenda 21 programme and the GİDEM centers. The report underscores the importance of sustainable and scalable programming and effective coordination with national and international stakeholders. It concludes that while UNDP’s role remains valuable, its continued impact depends on strategic prioritization, strengthened partnerships, and better integration of knowledge resources.
