UNDP supports the development of the 3rd periodic report of Turkmenistan on the implementation of ICESCR

Ashgabat, 12-13 July 2023: Within the framework of the project “Assistance in the realization National Action Plan of Turkmenistan in the Area of Human Rights for 2021-2025” jointly implemented with the Institute of State, Law and Democracy of Turkmenistan, a two-day workshop to discuss the First Draft of the 3rd periodic report of Turkmenistan on the implementation of the International Covenant on Economic Social and Cultural Rights (ICESCR) was held in Ashgabat.  

The workshop was held with the participation of Mr. Thomas Baranovas, an international expert and   gathered members of the Working Group of the Interdepartmental Commission on the implementation of international obligations of Turkmenistan in the field of human rights and international humanitarian law (Interdepartmental Commission).

Mr. Baranovas held a separate meeting with the representatives of civil society organizations (CSOs) in Turkmenistan to discuss the First Draft of the 3rd periodic report of Turkmenistan on the implementation of ICESCR to solicit their feedback and ensure active engagement in the reporting process. 

As a result of the workshop discussions with the Working Group of Interdepartmental Commission and the meeting with CSOs representatives the recommendations to the Draft of the 3rd periodic report of Turkmenistan on implementation of ICESCR will be submitted to the Interdepartmental Commission for further review.

Turkmenistan ratified the Covenant in 1997, and in 2011 presented the first periodic report along with the written replies to its list of issues. Turkmenistan submitted its 2nd periodic report to the UN Committee on Economic, Social and Cultural Rights (CESCR) in December 2016 and received a list of issues from the Committee in October 2017. Turkmenistan government delegation took part in the CESCR constructive dialogue on the second national report in early October 2018. 

UNDP has been a long-term partner of the Government of Turkmenistan in the preparation of national reports to the UN human rights treaty bodies. The Draft of the 3rd periodic report of Turkmenistan on the implementation of ICESCR will contribute to the efforts of the country to comply with its international human rights obligations, as well as accelerate the implementation of the 2030 Agenda for Sustainable Development in the country.
