Health Reform and Procurement Support Services
In 2015, UNDP Ukraine became a partner of the Ministry of Health of Ukraine (MOH) for the public procurement of medicines, medical devices and health products. UNDP has reshaped the public procurement market for medicines. This initiative has succeeded not only in improving procurement procedures, but also made it more transparent – positively impacting accessibility to certain medicines and allowing new medical products to enter the Ukrainian market for the first time.
Key Facts
• UNDP Ukraine has been procuring medicines and medical supplies since 2015, with a total budget of over $446 million.
• Over the last five years, UNDP has saved around UAH 1.7 billion (USD 66 million) in state budget funds, allowing an increase in treatment coverage for patients in Ukraine.
• The successful experience of UNDP Ukraine in the procurement of medicines has become an example of best practice in the region, and has been replicated by six countries (Azerbaijan, Bosnia and Herzegovina, Kazakhstan, Moldova, Turkmenistan and Uzbekistan).
• Collaborative procurement by UNDP Ukraine and UNDP Kazakhstan substantially reduced prices within a very short period of time and changed the way patients with Hepatitis C are treated.
• In 2016, only around 1,000 people in Ukraine had access to medicines to treat viral hepatitis B and C because of high prices for medicines. In 2019, over 15,600 patients received life-saving treatments, as UNDP negotiated lower prices with manufacturers and reached long-term supply agreements, achieving $4.3 million in savings.
• UNDP continues to support the further development of the online e-stock platform E-Liky, which allows patients to check availability of state-funded medicines. As of now, more than 1,900 hospitals from 23 oblasts of Ukraine and the city of Kyiv are connected to the platform.
Due to UNDP procurement services, cancer treatment coverage for adults in 2018 is double the level of that in 2015.
