Since 2017, the UN Development Programme (UNDP) partnered with the Ukrainian Association of Energy Service Companies to drive improved energy efficiency in Ukraine, even amidst immense challenges. Through the project “Removing Barriers to increase investment in Energy Efficiency in Public Buildings in Ukraine through the ESCO modality in Small and Medium Sized Cities,” funded by the Global Environment Facility (GEF), we’ve seen a remarkable resurgence in private investment in energy efficiency and the installation of distributed generation since the market downturn in 2020-2022 due to the pandemic and full-scale invasion.

UNDP has helped streamline energy service procurement, reducing the process from nine to three months, and broadened the types of ESCOs involved. We’ve piloted the installation of solar panels at hospitals and water utilities, and modernised street lighting, empowering local communities and boosting the energy efficiency and resilience of essential public services such as schools, water utilities and hospitals, especially critical during wartime.

Over 700 ESCO contracts have been concluded during the period of cooperation, attracting more than UAH 2.6 billion ($62.4 million) in private investment. GEF and UNDP have also supported the development of innovative financial mechanisms, enabling ESCOs to access soft loans for energy efficiency projects in Ukrainian cities, attracting investment and fuelling regional economic growth.

The Ukrainian Association of Energy Service Companies has now joined the International ESCO Network! To mark this, on 30 January 2025, at 15:00, the UNEP Copenhagen Climate Centre is organizing an international webinar dedicated to the development of the Ukrainian energy service market: “ESCOs in Ukraine: 8 years of progress and resilience during the war.” We invite you to register via the link(link is external) and learn more about the achievements and challenges faced by ESCOs over the past eight years, as well as how UNDP supports the development of energy services in Ukraine.

The webinar will be held in English.
