The new administrative service centre will provide seamless access to public services for more than 25,000 community residents

Kyiv, 12 March 2025 — Bashtanka, located in Mykolaiv Oblast, has been under intense shelling since the first days of the full-scale invasion. Despite the constant threat, residents have united and are working tirelessly to sustain their community. They are restoring infrastructure and striving to enhance the quality of life, ensuring stability and development.
To enhance access to quality public services for the residents of Bashtanka community, the European Union (EU) and the United Nations Development Programme (UNDP), in partnership with the Ministry of Digital Transformation of Ukraine, have built and equipped a modern modular administrative service centre (ASC).
The modular ASC will provide over 455 services to local residents and internally displaced persons. Clients will be able to obtain a wide range of services in one visit, including subsidy applications, business and property registration, birth certificates, residence registration, pension assistance, and more. The centre is equipped with a passport station for issuing ID cards and international passports, as well as a workstation for issuing and exchanging driving licences and vehicle registrations.
The total cost of constructing the module was US$250,000. It hosts 12 workstations and all the necessary facilities and resources, and, most importantly, a team of qualified administrators who will provide high-quality services to visitors. The centre meets inclusion standards and is fully accessible for people with limited mobility.
Maryna Bobranitska, Head of the Department for the Systemic Development of Administrative Services at the Ministry of Digital Transformation of Ukraine, expressed her gratitude to the partners for their ongoing support, which contributes to enhancing public services in communities and bringing them closer to residents, and stressed the importance of recovering and renewing the ASC network to provide residents with high-quality administrative services. “Modern ASCs are about making public services more accessible, convenient, and efficient. Each new or redesigned centre brings us closer to creating a convenient and transparent administrative service delivery system where people can obtain everything they need quickly and without unnecessary obstacles,” Ms. Bobranitska said.
Jocelin Cornet, Head of Section for Reconstruction, Energy, Infrastructure and Environment at the EU Delegation to Ukraine, emphasized that support to the recovery and development of war-affected communities is a priority for the European Union in Ukraine. “The new administrate service centre in Bashtanka is a major step to improve access to public services and restore everyday life in the community. The EU4Recovery partnership will continue to support local initiatives, contributing to community recovery and long-term growth,” Mr. Cornet stated.
Christophoros Politis, UNDPDeputy Resident Representative in Ukraine, stressed the critical need for accessible public services for all citizens, regardless their location or life circumstances. “Together with our partners, we are committed to ensuring that Ukrainians have equal access to the high-quality services and support they require to rebuild their lives. Beyond improving service provision, such initiatives foster social inclusion, strengthen resilience, and empower communities to shape their own future and thrive,” Mr. Politis said.
Background
Since the beginning of Russia’s full-scale invasion of Ukraine, as part of a comprehensive approach to recovery, the EU and UNDP have already built and equipped eight modern ASCs in Ukrainian communities, including Borodianka, Ivankiv, and Dymer in Kyiv Oblast, Voznesensk in Mykolaiv Oblast, Novopokrovka in Kharkiv Oblast, Zhovti Vody and Kryvyi Rih in Dnipropetrovsk Oblast, and Velyki Sorochyntsi in Poltava Oblast. The ASC in Bashtanka became the ninth on this list, demonstrating the further implementation of effective solutions for delivering high-quality administrative services.
The new ASC in Bashtanka was opened in cooperation with the Ministry of Digital Transformation of Ukraine and the Bashtanka community under the flagship “EU4Recovery – Empowering Communities in Ukraine” partnership between UNDP and the EU.
